EU Call for Proposals: Support to Civil Society Networks and Platforms in Turkey

The European Union is seeking proposals to support to Civil SocietyNetworks and Platforms in Turkey.

 

The main objective of the Civil Society Facility Action Document 2018-2019 for Turkey is to contribute to the development of a vibrant civil society by encouraging more active democratic participation in policy and decision-making processes and by promoting a culture of fundamental rights and dialogue. Its purposes are to empower active citizenship and strengthen civil society for the promotion and protection of human rights and fundamental freedoms.

Objectives

The global objective of this call for proposals is to support existing or new networks and platforms of Civil Society Organisations (CSOs) in key areas/sectors in Turkey.

The specific objectives of this call for proposals are

  • to strengthen the organisational and institutional capacity of CSOs networks and platforms (internal governance, representativeness, financial sustainability, strategic planning, etc.).
  • to strengthen CSOs networks and platforms’ ability to outreach and communicate towards their constituency (individual civil society organisations or others CSOs networks), citizens and, if relevant, private sector.
  • to promote strategic collaboration between CSOs networks and platforms and public authorities at local and/or national levels (monitoring of public action, advocacy, participation in decision-making process, etc.).

Priorities

Priority will be given to actions that:

  • are designed according to a Rights-Based Approach;
  • give a special importance to cross-cutting issues such as genderequality and environment / climate change;
  • ensure the participation, representation and inclusion of vulnerable groups and communities such as minorities, Roma, Dom, people with disabilities, etc., while taking into account their specificities;
  • support international networking and cooperation with civil society organisations established at European and/or international level;
  • seek complementarity and create synergies with actions undertaken through other programmes financed by the European Union or other partners in Turkey.

Funding Information

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

  • Minimum amount: EUR 200,000
  • Maximum amount: EUR 500,000

Eligibility Criteria

  • Lead applicant
    • In order to be eligible for a grant, the lead applicant must:
      • be a legal person and
      • be non-profit-making and
      • be a civil society organisation (CSO) and
      • be established in a Member State of the European Union or a Beneficiary of the IPA II or a member state of the European Economic Area (EEA) country
        • For British applicants: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. Unless sector-specific eligibility rules provide otherwise, if the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, applicants will cease to receive EU funding (while continuing, where possible to participate) or will be required to leave the project on the basis of Article 12.2 of the General Conditions of the grant agreement.
      • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary.
    • The lead applicant must act with co-applicant(s) as specified hereafter.
  • Co-applicant(s)
    • Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
    • Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
    • In addition to the categories mentioned above, the following are however also eligible:
      • be part of a higher education institution (such as a research centre of an university)
  • Affiliated entity(ies)
    • The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
    • Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
      • Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
      • This structural link encompasses mainly two notions:
        • Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
          • Entities affiliated to an applicant may hence be:
            • Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
            • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
            • Entities under the same direct or indirect control as the applicant (sister companies).
        • Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
