Objectives

The global objective of this call for proposals is to promote a meaningful and structured participation of CSOs in domestic policies of Nigeria to support the attainment of the SDGs.
The specific objective(s) of this call for proposals is to support the attainment of the sustainable development goals, especially: climate change; youth and, crisis and fragility.

Lot 1 – Climate Change

Nigeria, like the EU, has a long-term commitment to international efforts to tackle climate change and supporting the implementation of the Paris Agreement. Nigeria has set high emission reduction targets in its National Determined Contribution (NDC). Environment and climate change policies and strategies are areas where CSOs are major players as advocates of ambitious measures, providers of expertise and support for local action, contributions to dialogue mechanisms and monitors progress on the ground.

Geographically, Nigeria is located in one of the most sensitive areas to Climate Change and is ranked 7th in the Climate Change Vulnerability Index 2016. Projections indicate that warming will be greater in the northern part of Nigeria while rainfalls will become more erratic, in particular in the South West. In addition, deforestation is happening at an alarming speed in Nigeria and it has been estimated that the deforestation in Nigeria is among the highest in the World.

Ensuring that the youth get involved in democratic governance and development efforts is important. It can be done for example through activities directed at promoting their participation in community development efforts, in democratic processes at the local or national levels or by preparing young persons for present and future leadership in the public service, business/private sector and civil society. Youth are also central to addressing fragility in communities. The EU recognises an essential role for the youth in the peace and security agenda. Often perceived as perpetrators of violence, they can have a great role to play in conflict prevention, in the protection of civilians, in peacebuilding, mediation efforts and conflict resolution as well as in strengthening resilience and the promotion and protection of the rights of the most vulnerable in society.

The overall indicative amount made available under this call for proposals is EUR 900,000. The contracting authority reserves the right not to award all available funds.

Lot 2 Youth, Crisis and Fragility: EUR 500,000
If the allocation indicated for a specific lot cannot be used due to insufficient quality or number of proposals received, the contracting authority reserves the right to reallocate the remaining funds to another lot.

Size of grants

Any grant requested under this call for proposals must fall between the following minimum and maximum amounts:

minimum amount: EUR 150,000
maximum amount: EUR 450,000
Eligibility Criteria

Lead applicant(s)

In order to be eligible for a grant, the lead applicant must:

be a legal person and
be non-profit-making and
civil society organisations, including non-governmental non-profit organisations and community-based organisations, and private sector non-profit agencies, institutions and organisations and networks and coalitions thereof at local, national, regional and international level and
be a specific type of organisation such as: non-governmental organisation, public sector operator or local authority and
be established in Nigeria or a Member State of the European Union
be directly responsible for the preparation and management of the action with the co-applicant (s) and affiliated entity(ies), not acting as an intermediary and
have a minimum of 2 years documented experience and
have never been indicted or summoned as defendant in a criminal proceeding, or evicted, fined for violation of the law (excluding minor traffic violations). This applies to both the legal entity and person/s with powers of representation.
Co-applicant(s)

Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
Co-applicants must satisfy the eligibility criteria as applicable to the lead applicant himself.
Co-applicants must sign the mandate form.
If awarded the grant contract, the co-applicant(s) (if any) will become beneficiary (ies) in the action (together with the Coordinator)
Affiliated entity (ies)

The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
Only the following entities may be considered as affiliated entities to the lead applicant and/or to co-applicant(s):
Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link encompasses mainly two notions:
Control, as defined in Directive 2013/34/EU on the annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
Entities affiliated to an applicant may hence be:
Entities directly or indirectly controlled by the applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
Entities under the same direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the applicant participates in the same entity (e.g. network, federation, association,) as the proposed affiliated entities.
