EU announces Program for Strengthening Civil Society Organizations in Haiti/European Development Fund

The European Union (EU) is seeking proposals for its “Program for Strengthening Civil Society Organizations in Haiti (PROSCH) / European Development Fund (EDF)”.
The overall objective of this call for proposals is to increase citizen participation in the governance of public action at local and national level, in particular in priority sectors of EU-Haiti cooperation (State Reform, Education , Urban Development and Infrastructure, and Food and Nutrition Security).
Priorities
- Accountability: Public authorities take into account the aspirations of citizens for the services that the public sector must provide. The quality of responses that public authorities give to citizen initiatives.
- Transparency: Providing citizens with fast, digestible, exhaustive, consistent and reliable information on public policies.
- Fight against corruption: Action to prevent the use of public offices for the purpose of personal enrichment. It can be clientelism, nepotism, appropriation of public goods, or misappropriation of state revenues.
- Governance: How government officials and public institutions gain and exercise authority to determine national policy and provide resources and services to citizens.
Amount of grants
Any grant application under this Call for Proposals must be between the following minimum and maximum amounts:
- amount minimum: 250,000.00 EUR
- maximum amount: 383,000 . 00 EUR
Eligibility Criteria
Lead applicant
To be eligible for a grant, the lead applicant must meet the following conditions:
- to be a legal person
- be non-profit
- belong to one of the following categories: Organization of the Haitian Civil Society established in accordance with the national legislation in force,
- be legally established in Haiti for at least three years.
- be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary;
- demonstrate experience in supporting civil society organizations for at least the last three years;
- demonstrate at least one management experience as a lead organization, with grant (s) totaling at least 60% of the maximum grant requested; and more specifically,
Co-Applicant(s)
- The participation of co-applicants is optional.
- The co-applicants participate in the definition and implementation of the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
Affiliated entities
- The lead applicant and its co-applicants may act with one or more affiliated entities.
- Only the following entities may be considered affiliated to the lead applicant and / or the co-applicant (s):
- Only those entities structurally related to the applicants (the lead applicant or a co-applicant), in particular in capital or legal terms.
- This structural link mainly covers two notions:
- control, within the meaning of Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain types of undertakings:
- Entities affiliated with an applicant may therefore be:
- entities controlled directly or indirectly by the applicant (subsidiary or subsidiary of first rank) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second level subsidiaries). This is valid for other levels of control;
- entities directly or indirectly controlling the applicant (parent company). In the same way, it may be entities controlling a company controlling the applicant;
- entities with the same level of direct or indirect control as the applicant (sister companies).
- Entities affiliated with an applicant may therefore be:
- membership, ie the applicant is legally defined as eg a network, a federation, an association to which the affiliated entity participates, or the applicant participates in the same organization (eg a network, federation or association) than the proposed affiliated entity.
