EU announces CFPs to strengthen Civil Society Organisations in the Republic of the Congo

The European Union (EU) has announced a call for proposals for Strengthening the Civil Society for Independent Observation no – mandate and the Independent Forest Observation system general, in the Republic of the Congo.

Objectives

The general objective of this call for proposals is to strengthen the surveillance practices of actors and activities of the forest sector by civil society and promote transparency within this sector.
The specific objective of this call for proposals is to train local and national CSOs in the principle of non-mandated independent observation and to structure the independent forest observation system by civil society as a whole (mandated and non-mandated).

The expected results are:

A standardized framework for Independent Observation (mandated and non-mandated) is developed and implemented;
CSOs, members of the PGDF, are trained in the principles of independent forest observation: monitoring the practices of stakeholders in the forest sector and monitoring forest governance and forest land-use change.
The organizational and operational capacities of local and national CSOs are increased in order to undertake field missions for independent non-mandated observation.
CSOs are trained in the principle of advocacy and implement advocacy actions.

The overall indicative amount made available under this call for proposals is 1,500 000.00 EUR. The contracting authority reserves the right not to allocate all the funds available

The initial planned duration of an action may not be less than 30 months nor exceed 36 months

Actions must be implemented at the national and departmental levels of the Republic of Congo.

Lead applicant(s)
To be eligible for a grant, the lead applicant must:
be a legal person and
have no profit motive and
belong to the following category: civil society organization
be established in one of the countries eligible under the ACP-EC Partnership Agreement in accordance with the rules provided for in Annex IV of this Agreement, as revised by Decision No. 1/2014 of the Council of ACP-EU ministers of 20 June 2014 (2014/428 / EU) 78 an
be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity or entities, not acting as an intermediary.
Co-applicant (s)

The co-applicants participate in the development and implementation of the action, and the costs they bear are eligible in the same way as those supported by the lead applicant.
Co-applicants must meet the same eligibility criteria that apply to the applicant leader himself.

The lead applicant and his co-applicant (s) may act with one or more affiliated entities.
Only the following entities can be considered as affiliated with the lead applicant and/or to the co-applicant (s):
Only entities that have a structural link with the applicants (the lead applicant or a co-applicant), in particular a legal or capital link.
This structural link mainly encompasses two concepts:
control, within the meaning of Directive 2013/34 / EU relating to annual financial statements, consolidated reports, and the related reports of certain types of companies:
Entities affiliated with an applicant can therefore be:
entities controlled directly or indirectly by the applicant (subsidiaries or subsidiaries of the first rank) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries), and this is valid for the other control levels;
entities directly or indirectly controlling the applicant (parent companies). Of the same way, they can be entities controlling an entity controlling the requestor;
entities controlled, directly or indirectly, at the same level as the applicant (sister companies).
