JOB DESCRIPTION

The UNDP Sub-Regional Hub for West and Central Africa (UNDP WACA) covers 24 countries, ranging from high and middle-income economies to least developed countries and countries in crisis and post-crisis situations. UNDP works with its national counterparts in the sub-region to support the implementation of national development priorities and achieve the sustainable development goals. UNDP’s work is guided by global and regional development and normative frameworks to which countries in Africa are signatories, including the 2030 Agenda and Agenda 2063.

To achieve this, UNDP WACA counts on the capacity of highly qualified professionals who provide substantive support to UNDP’s operations in the sub-region. To that end, UNDP WACA has identified Communications as crucial to the Hub’s core functions and is seeking a Regional Communications Specialist to cater to the communications, visibility, and external engagement needs of the Sub-Regional Hub. The Regional Communications Specialist will be based in Dakar and will lead the Hub’s overall internal and external communications positioning.

DUTIES & RESPONSIBILITIES
Under the supervision of the Hub Manager, the Regional Communications Analyst will undertake the following:

Communications and Advocacy
• Develop and lead UNDP WACA’s regional communications strategy based on corporate communications goals and priorities and oversee its implementation.
• Assess the impact of the strategy and adjust accordingly.
• Ensure alignment of the communications strategy with UNDP WACA’s partnership and external engagement approach.
• Integrate relevant elements of the Regional Bureau for Africa (RBA) Renewed Strategic Offer in Africa, RBA Regional Programme Strategic Priorities, United Nations Integrated Strategy for the Sahel (UNISS), and the UNDP Sahel Offer into its regional communications strategy.
• Integrate issue-based advocacy into the communications strategy around crucial thematic areas relevant to the sub-region.
• Ensure key results and relevant success stories are incorporated into strategic communications outreach.
• Lead the development of communication products and materials that illustrate UNDP WACA’s work, results and impact in the sub-region.
• Support UNDP WACA’s senior management communication needs and engagements.

Digital Media Engagement
• Prepare advocacy products targeting external audiences and the media
• Prepare succinct communications pieces of varying length for different internal and external audiences.
• Support strategic audience growth through various digital channels and diversification of high-quality audio-visual content
• Develop ideas for infographics, charts and images that creatively convey key messages/data
• Develop scripts and storyboards for audio-visual and digital content highlighting key issues
• Ensure quality control of UNDP WACA digital communications products (including reports, newsletters, strategies, publications, infographics, videos, and related content)
• Curate and present stories, images, and videos in UNDP’s web content management system
• Review and edit web stories, headlines, and captions, liaising with relevant teams to ensure accuracy and consistency
• Produce and curate content that reflects communications priorities and key messages that speak effectively to the audience

Marketing and Outreach
• Project UNDP as a substantive thought leader within the sub-region, promoting its mandate, mission, and purpose via effective communication, promoting UNDP’s principles as a tangible value proposition with sub-regional audiences.
• Prepare a range of materials, including press releases & advisories, news briefs, fact sheets for inclusion in media kits and further public outreach.
• Support regional public campaigns that promote UNDP and influence the development agenda based on the current programmes and new initiatives
• Work closely with experts at the Hub to market UNDP WACA publications and position UNDP WACA as a thought leader at opportune moments for strategic communications.
• Increase coverage and understanding of UNDP WACA’s work through strategic media or donor outreach using innovative communication tools and various media types, including digital and social media.
• Guide the production of results-based communication materials for distribution to donors and other key constituents.
• Support regional and global public campaigns that promote UNDP as a development partner in West and Central Africa and influence the development agenda based on current programmes and new initiatives.

Corporate Engagement and Partnerships
• Work closely with partners on external engagement and explore opportunities for joint campaigns and outreach opportunities.
• Actively support strategic communications and digital media support to the Office of the Special Coordinator for Development in the Sahel (OSCDS) towards implementing the UN Integrated Strategy for the Sahel (UNISS).
• Support visibility efforts of UNDP Africa Regional Programme Initiatives in the sub-region.
• Actively engage with the Regional Programme Team and regional hubs in Nairobi and Pretoria on strategic communications and digital media efforts.
• Provide support to the Regional Stabilization Secretariat (RSS) and the Lake Chad Basin Commission on strategic communications, digital media, and training opportunities.
• Provide opportunities for training and collaboration among COs and regional communication teams in the sub-region.

QUALIFICATIONS:

Education
• Advanced university degree (Master’s Degree) in communications, digital communications, digital content production, public relations, marketing, media relations, journalism, international relations, design, development or related fields.
• In lieu of an Advanced degree, a Bachelor university degree with four years of relevant experience will be given consideration

Experience
• Minimum 2 years of experience with a Master’s Degree or 4 years of experience with a Bachelor’s Degree in communications, digital media communications, digital content and marketing, public relations, or advocacy, – including experience in strategic implementation of online and other tools.
• Experience in content management systems, multimedia, social media and graphic design.
• Knowledge and experience in handling web-based management systems.
• Previous experience working in a multilateral or international organization would be an asset.
• Excellent knowledge of Adobe Creative Cloud software
• Proficiency in the use of content management systems, photo editing tools and other web publishing tools.
• Good knowledge of internet communications, marketing and outreach activities.

Language Requirements
• Fluency in English.
• Working knowledge of French is an asset
