Enable has launched a call for proposals for the Social intermediation, local support and monitoring of actions and structuring investments of rimfil in the development poles of the wilayas of guidimakha, assaba, hodh el gharbi and hodh el chargui.

Objectives

NGOs are the protagonists of this call for proposals because of their proximity to the actors. They will therefore be an integral part of the RIMFIL system in which they will have to play their role social, technical and organizational intermediation in order to contribute to the construction of a sustainable and secure production environment for vulnerable farming communities and pastors.
Their activities will be part of a dynamic of development of agricultural and pastoral sectors. local. The intervention aims initially to concentrate activities on the sectors market gardening, food crops on water reservoirs and cow’s milk. However, depending on realities encountered, local dynamics diagnosed and opportunities identified, the sectors (value chains) affected may evolve.

Funding Information

The overall indicative amount made available under this call for proposals is 3,850,000 (three million eight hundred and fifty thousand) EUR.
Any grant request under this call for proposals must not exceed the maximum amount per following lot:
maximum amount per lot: 962,500 EUR
including an amount to be provided for subsidies to sub-recipients: 375,000

Co-applicant (s)

The co-applicant (s) participate (s) in defining and implementing the action, and the costs that they incurred (en) t are eligible in the same way as those incurred by the applicant.
The co-applicant (s) must meet the admissibility criteria that apply to the applicant itself, with the following exceptions:
the co-applicant (s) must be established in Mauritania (recognition official to be produced);
at least one co-applicant is a national actor and must be able to justify his recognition official as a Mauritanian non-governmental actor;
the co-applicant (s) must be able to prove that they have overall experience in the field of development of agro-pastoral sectors for the benefit of rural populations in Mauritania (produce certificates of good performance or acceptance reports demonstrating the overall experience of the co-applicant in the field)

Applicants
To be eligible for grants, the applicant must meet the following conditions:
be a legal person;
be a private non-profit actor (NGO type) or a foundation;
be established or represented in Mauritania or in the CILSS space. If the applicant presents himself with one or more co-applicants, the co-applicants must all be established or represented in Mauritania;
be directly responsible for the preparation and management of the action with the co-applicant (s) and not act as an intermediary;
have missions consistent with those of RIMFIL and within which the results expected through this Action can register;
be able to justify a global experience in the development of agro-food chains pastoral and specific in that of supporting social organizations professionals for the benefit of rural populations in Mauritania or in the CILSS area (produce certificates of good performance or acceptance reports demonstrating the co-applicant’s overall experience in the field);
be in order as regards the files relating to social security and the country’s taxation of establishment (produce a copy of the recent tax certificate and a copy of the certificate recent non-accountability to social security
If the applicant is an international actor, he must obligatorily act with at least one national co-applicant.
The potential applicant cannot participate in calls for proposals nor be the beneficiary of subsidies if he is in one of the following situations:
which are in good condition or which are the subject of bankruptcy, liquidation or settlement proceedings judicial or preventive composition, cessation of activity, or are in any situation analogue resulting from a procedure of the same nature existing in the laws and national regulations;
which have been the subject of a conviction pronounced by a judgment having the force of res judicata (that is to say, against which there is no more recourse possible) for any offense affecting their morality professional;
who, in professional matters, have committed serious misconduct proven by any means that the contracting authorities can justify
who have not fulfilled their obligations relating to the payment of social security contributions or their obligations relating to the payment of their taxes according to the legal provisions of the country where they are established or those of the country of the contracting authority or those of the country where the market must run;
which have been the subject of a judgment which has the force of res judicata for fraud, corruption, participation in a criminal organization or any other illegal activity;.
