Short Summary of the intervention
The new country programme for the Belgo-Rwandan cooperation 2019 – 2024 will intervene in the health sector, with the general objective: “The delivery of sexual and reproductive health services including family planning services is increased as well as the access of households to heath care”.
Job description
An International Technical Advisor (ITA) for Health Information Monitoring and Evaluation Systems with sound experience in epidemiology, data quality monitoring and analysis will be employed under the new country program.
The program is focusing on ‘Sexual Reproductive Health – Maternal and Neonatal cares in seven districts in Rwanda to ensure accessible, evidence-based, improved and innovated health services for empowered citizens; this in close collaboration with the Ministry of Health through its operational branch « Rwanda Biomedical Center » (RBC) and the Maternal, Child, and Community Health (MCCH) Division ».
The ITA is a change management agent who will be responsible for consolidating past achievements and support the transformation process of developing a robust health Information Monitoring and Evaluation System for the MCCH division and for the seven district in relation with maternal, child, reproductive and sexual health services. The objectives are that data are generated, analysed and used for evidence based decision making in a correct, integrated, systematic, accessible and effective way.
The ITA will also contribute to achieving the overall results of the intervention by assisting in the overall M&E of the program as the focal point and actively contributing to the documentation and action research activities relating to the results areas of ‘the program.
Main tasks:
Technical Support
Assure the integration of different systems of information and further develop Health Management Information System tools, methods and guidelines
Assure the production of quality data
Build capacity of 7 districts District Health Management Team, District health Unit staff and central level staff on effective data collection and analysis, self-reflection & monitoring based on data and evaluation methods
Develop strategies for effective utilization of data for monitoring, evaluation, decision making and action-research
Program Support
Ensure synergy and complementarity between activities at the operational level and activities at the central level (MoH and MCCH Division)
Take initiatives in action research, capitalization and dissemination of experiences that are relevant to the program.
Act as focal point for the M&E system of the program
Your profile
Education level:
Master (or higher) in Epidemiology and/or a Public Health.
Proven experience required:
At least 5 years of professional experience in the field of Public Health;
of which minimum 3 years in providing support to health Management Information Systems as well as Monitoring and Evaluation;
Work experience in conducting evaluations, surveys and operational research or action-research in the health Sector;
Experience in using Health Information Data base and any electronic medical recording System;
Solid Experience in accompanying of change process and capacity building.
Knowledge and skills required:
Excellent knowledge of health system at national and at operational levels;
Excellent verbal and written communication skills in English are required since this is the official and working language in Rwanda;
Strong interpersonal and coaching skills;
Good capacity on report and scientific articles writing skills for publishing;
Capacity to work in a multicultural and multidisciplinary context;
Good knowledge of ICT (Word, Excel, Power Point and Database);
Excellent communication skills.
Specific competences or knowledge considered an asset:
Professional experience in providing support to health Management Information Systems and Monitoring and Evaluation in the sector of sexual and reproductive health;
Experience in East Africa or Rwanda in particular;
Knowledge of French.

A contract of 36 months. You are based in Kigali – Rwanda, with regular travelling in 7 districts in Rwanda.
A salary package comprising the gross monthly salary, in accordance with our scales values, and Enabel expat benefits such as a remoteness, assignment, hardship allowance, (capped) coverage of housing expenses, a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.
The various amounts are fixed in accordance with our rules and vary in function of relevant recognised experience for the function, family composition and the fiscal situation.
