In Mozambique, through the cooperation portfolio 2023-2028, Enabel aims at consolidating the lessons learned over the past 20 years while supporting emerging themes. The €25 million portfolio aims at supporting the country in achieving its low carbon, just and inclusive development pathway and energy transition by fostering a multi-stakeholder integrated approach based on local needs, national priorities, and global trends. Climate is the underpinning theme in the portfolio with a focus on 3 public services (water, waste, energy) as well as fostering the dialogue on energy transition and working on losses and damages. 

The first intervention is a multi-stakeholder project, which aims to develop the local experience and expertise in climate proof public services related to losses and damages, access to energy, access to water as well as waste management and circular economy to improve the living conditions of the local communities on the one hand, and on the other hand, to feed the overarching component related to policy dialogue.  

The second intervention is a study, expertise and preparation facility, which will act as a catalyst for the mobilisation of climate finance for national priorities within the priority sectors of the main project. This further reinforces the creation of synergies, complementarities and agility.

Enabel Mozambique is also implementing projects for other donors:

Public financial management in the health sector (Government of Flanders)

Waste and circular economy at municipal level (Mitigation Action Facility)

Sustainable Water Infrastructure (Brussels Capital Region)

Readiness Programme (Green Climate Fund)

In view of future needs for further development of its activities, Enabel is currently looking for a (m/f/x) a Waste management Officer, to be based in Nacala municipality in Nampula province.

Job description

As a Waste Management Officer, you report to Intervention Manager, and you work closely with team of Experts in the priority areas of the portfolio, specifically contributing to the Result Area 5 :“The GoM and the related actors involved in municipal waste management system at local level are supported and implement the national programme for sustainable waste management and promote a circular economy in selected municipalities and at national level”. 

You are also responsible for ensuring the technical quality of the project through a good knowledge of the issues and a good partnership dynamic – cordial and transparent – focused on achieving development results.

It is expected that as a Waste Management Officer, you: 

Implement the activities of the portfolio/intervention that are assigned to the Officer;

Provide the necessary technical input for achieving the expected portfolio/intervention results;

Contribute to quality assurance as well as knowledge building and knowledge management;

Contribute to change and strengthen the capacities of partners.

Major Responsibilities: 

Support the implementation of the intervention by providing input for planning, execution, coordination, and monitoring and evaluation of activities that fall under Result 5 on solid waste management; 

Provide necessary technical input in order to achieve the intervention’s technical performance in accordance with national and international norms and standards. This can be in areas such as, but not limited to:

Support to prepare and coordinate waste management plans with other municipal sectoral activities and to support in reporting them to the national authorities.

Strengthen the capacity of municipalities for enforcing the waste management plans and investments and long-term planning of waste collection equipment and infrastructure.

Support the creation and development of waste pickers associations as eco-point operators as key partners for the Municipality and waste operators in the collection of recoverable waste and prevention of dispersion of wastes in the public space.

Involve and support the downstream recycling industries in the planning and contracting mechanisms related to the implementation of the waste collection system.

Liaise on a regular basis with the Intervention Manager and other experts on operational and other waste management related needs to assure effectiveness of technical assistance activities.

Support the integration of gender mainstreaming in the waste sector, such as involving women and girls as an active member in waste collection system and designing and rolling out a coaching program for female entrepreneurs willing to create or expand a business activity related to the waste collection system.    

Ensure quality assurance of services and contribute to organising knowledge building and knowledge management on the areas of solid waste management and circular economy

As a facilitator, support the capacity development of partners involved in solid waste management, such as supporting intersectoral policy dialogue.

Other areas within result 5 that can be defined as a priority.

Your profile

Required qualifications:

Master’s degree in waste management, natural resources studies, engineering, social sciences or closely related disciplines.

Experiences required  

A minimum of 2 years relevant in waste management projects (preferably) or in environment/social sector

Knowledge of the solid waste management value chain, especially in the context of developing countries.

Ability to analyse and synthesize qualitative and quantitative information 

Ability to write and present reports and communicate effectively with stakeholders;

Dynamic, ability to work independently and in a multicultural environment

Familiar with Management for Results 

Knowledgeable about change theories 

Knowledgeable about knowledge management and knowledge building 

Tech-savvy, including spreadsheet related tasks as proficient user

Fluent in Portuguese (advanced) and English (intermediate to advanced) 

Specific competences or knowledge considered an asset.

Good understanding of Mozambican institutional and governmental set up and policy processes is highly desirable.

Experience working with local authorities, especially at municipality level in Mozambique.

Trainer experience and/or certified trainer competences

Experience in gender mainstreaming activities

Knowledge of the concepts of circular economy

Knowledge of GIS and related applications, including also ODK platforms

Languages: Portuguese required; English preferred
