The United States Agency for International Development’s (USAID’s) Inclusive Development Hub within the Bureau for Development, Democracy, and Innovative (DDI/ID) has announced the availability of fiscal year (FY) 2020 Disability Program funds to support programming the Employment and Economic Empowerment (EEE).

Early Grant Information for NGOs

Countries that can mobilize the economic contributions of all members of society – including persons with disabilities – are more likely to be successful in their Journey to Self-Reliance. However, in many countries persons with disabilities remain an untapped resource, as they continue to face societal barriers that inhibit their ability to participate fully as drivers of economic growth and innovation.

Within the theme of employment and economic (EEE), DDI/ID will prioritize submissions that demonstrate robust participation and involvement of local Disabled Persons Organization (DPOs). All programs, regardless of implementing partner, must verify the significant involvement of persons with disabilities, especially women with disabilities, in the design, implementation, monitoring, and evaluation of the project.

Advancing workforce development.
Fostering entrepreneurship for persons with disabilities.
Promoting enabling environments so that legal, regulatory, and cultural barriers constrain persons with disabilities.
Funding Information

USAID will consider applications within the following two funding ranges:
Programs ranging from $300,000 – $500,000; and
Programs ranging from $500,001 – $1,000,000.
The anticipated period of performance for this activity spans twenty-four (24) to thirty-six (36) months period.

Applications should be from qualified U.S. or non-U.S. entities, such as private, non-profit organizations (or for-profit companies willing to forego profits), including faith – and local community-based organizations, private voluntary organizations, universities, research organizations, and professional associations.
Local DPOs are strongly encouraged to apply. Preference will be given to qualified local DPOs and/or any of the above organization types that directly collaborate with or award sub-grants to DPOs while meeting the requirements for funding. Mainstream (non-DPO) organizations applying for funds must include in their application letter(s) of signed support from local DPOs they wish to partner with for the purpose of the project. Such letters should demonstrate significant involvement of the DPO(s) in the design, implementation, monitoring, and evaluation of the project.
In line with USAID’s New Partner Initiative, new and underutilized organizations are encouraged to respond to this call. These can include U.S. and local community-based and faith-based partners, that have limited or no recent experience in working with and receiving funds from USAID.
Applicants must have established financial management, monitoring, and evaluation processes, internal control systems, and policies and procedures that comply with established USG standards, laws, and regulations. The successful Applicant(s) will be subject to a responsibility determination assessment (Pre-award Survey) by the Agreement Officer (AO).
