The primary focus of the Office of the Assistant Secretary for Health is leading America to healthier lives, especially for those who are most vulnerable, including those who have suffered historic disparities.

In support of this vision, the Office of Population Affairs (OPA) promotes health across the reproductive lifespan through innovative, evidence-based adolescent health and family planning programs, services, strategic partnerships, evaluation, and research.

OPA prioritizes advancing equity for all, including people of color and others who have been historically underserved, marginalized, and adversely affected by persistent poverty and inequality.

Funding Information

Estimated Federal Funds Available: $ 900,000
Anticipated Number of Awards: 4
Award Ceiling (Federal Funds including indirect costs): $ 300,000 per budget period
Award Floor (Federal Funds including indirect costs): $ 100,000 per budget period
Estimated Period of Performance: Not to exceed 5 years
Anticipated Initial Budget Period Length: 12 months
Grantee Expectations

OPA expects funded recipients to:
Provide medical and administrative services to facilitate the use of embryo adoption
Provide medical and administrative services that facilitate the use of embryo adoption as a method of family formation to individuals involved or interested in adopting or donating embryos, and the healthcare facilities and providers assisting those individuals with embryo adoption or donation.
Increase knowledge, awareness, and understanding
Implement activities to increase knowledge, awareness, and understanding of embryo adoption/donation as a method of family formation.
Implement a Monitoring, Evaluation, and Improvement (MEI) Plan
Develop and implement a Monitoring, Evaluation, and Improvement (MEI) Plan for the project. The MEI plan should describe how the grantee will continuously monitor and evaluate the project in order to improve the medical and administrative services available for individuals interested in embryo adoption/donation and increase public awareness of embryo adoption.
Communication and dissemination
Strategically communicate and disseminate the activities, successes, and lessons learned from the project about embryo adoption awareness and services on a regular basis. Identify the goal, target audience and intended outcomes of communication and dissemination activities. Develop and implement strategies and diverse approaches (e.g., web content, written products, 10 presentations, and social media) for disseminating and communicating information about project activities, lessons learned, successes, and evaluation results with key stakeholders.
Sustainability planning
Plan for sustaining the project after the period of Federal funding ends. The applicant should describe what sustainability means for the proposed project, sustainability priorities, and how sustainability will be integrated into the earliest stages of program planning. The recipient is expected to anticipate and plan for challenges to sustainability, and to incorporate a specific objective(s) and activities focused on sustainability into the annual work plan.
