DutiesUnder the supervision of the Cultural Affairs Officer (CAO), the incumbent is responsible for all cultural and exchange programs, advising the CAO and Public Affairs Officer (PAO), the Chief of Mission (COM), and other Mission staff on program planning to achieve Integrated Country Strategy (ICS) goals and coordinating programming with local government and NGO officials as necessary.  Incumbent also prepares local participants for Mandela Washington Fellows (Young African Leaders Initiative – YALI), International Visitor Leadership (IVLP) programs and serves on selection committees for IVLP and Fulbright candidates.  Advises CAO on selection and implementation of small grants.  Monitors local reaction to mission programs and drafts results cables and reports for PAO and CAO, Mission, and Department usage.  Translates remarks for Public Affairs programs and events.  Oversees work of Alumni and Youth Outreach Coordinator.   Maintains high-level contacts with Government of Niger (GoN) officials, community leaders, and Mission partners.
Qualifications and Evaluations
Requirements:EXPERIENCE:  Three to five years increasingly responsible experience in academia, including course/curriculum planning.
JOB KNOWLEDGE:  Optional: Expert knowledge of U.S. politics, society, and culture; of U.S.G policies, structure, and programs; of Department regulations; and of ISC themes and programs is required.  Thorough knowledge of Nigerien political, economic, social, and educational structures is also required.

Education Requirements:A university graduate degree in liberal arts, social sciences, international relations is required.
Evaluations:LANGUAGE:  Mandatory:  Level V (native speaker) in written and spoken French, Level IV written and spoken English, and competence in at least level III one local language are required. This may be tested.
SKILLS AND ABILITIES Optional: Must be able to plan a wide variety of cultural programs and Mission activities and make required logistical arrangements for same.  Must be able to draft correspondence, cables, and reports in both English and French and to translate from one to the other.  Must be able to develop and maintain contact with high-level Nigerien officials, community leaders, and Mission partners.

Benefits:Agency Benefits:Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Niamey, Niger may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
