Background

DRC has been operating in Mail since 2013. DRC in Mali is providing response for protection and food safety needs of population in Northern and Center region. Per its mandate, DRC also provides response in armed violence reduction in coordination with Niger and Burkina Faso programs.

Purpose

Based in Bamako, the Program Development Trainee will support the development and quality review of donor proposals. S/He will also lead the communication strategy development and will implement it through newsletter, participation in national events… Through the proposal development process s/he will ensure all projects are gender, rights, inclusion sensitive based on the feasibility, donor requirements and funds available.

The Program Development Trainee will work intensively with the Program Department and will have interactions with support departments.

Duties and Responsibilities

Under the management of the Head of Program, the Program Development Trainee will have the following activities and tasks:

  • Assist in the review and/or development of concept notes, proposals, budget, and amendments, in coordination with field teams, technical coordinators and operational department and based on priorities defined with the HoP,
  • Support SMT in decision making in Go/No Go Process (following call for proposal),
  • Work with the Head of Program to ensure concept note, proposal workflows and deadlines are followed by program teams,
  • Reinforce Mali Mission capacities on gender, Rights and Inclusion through paper research, trainings,
  • Develop regular external product on DRC strategy and program,
  • Ensure the compliance to DRC and Donors’ communication guideline,
  • Contribute to collecting and centralizing information on new funding opportunities, calls for proposals and donor,
  • Involve concerned departments for proposal development (planification, mobilization, coordination),
  • Active participation during quaterly project reviews in link with the MEAL responsible,
  • Represent DRC in technical clusters (protection, food security) as needed,
  • Support technical coordinators in their daily tasks as needed and as prioritized with the HoP.

Expériences / Formation

Required Qualifications

  • Post-graduate degree/ University Degree (Bachelor or Master) in International Development/ Development Studies, International Relations, Economics, Political Science/ Public Affairs, Business Administration or Management, or another relevant field is required;
  • Significant grants management experience and understanding of institutional fundraising;
  • Strong knowledge on Gender, Right and Inclusion;
  • Excellent communication, interpersonal and influencing skills with a well-developed ability to motivate and persuade at high levels;
  • Full professional fluency in French language (80% of the professional communication in this position will be done in French, including almost all the communication within the Country Office);
  • Proficiency written and spoken of the English language;
  • Understanding of Malian Context;
  • Excellent Computer Skills (MS Office, Internet) and an advanced proficiency in Excel are required;
  • High organizational capacities.

General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
