Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Emergency Coordinator

DRC/DDG has been operating in Niger since 2014 with a cross-border Border Management and Security program in the Liptako Gourma region – (border region between Mali, Burkina Faso, and Niger) with the objective of reducing armed violence, improving community safety and strengthening border management and security in collaboration with communities and border authorities. By the end of 2015, taking into account the growing humanitarian crisis in the Diffa region, DRC/DDG conducted an assessment mission on security and humanitarian needs. The results of this mission have enabled DRC/DDG to establish in the region and implement a Rapid Response Mechanism (RRM) program, with assistance in shelter/NFI kits, protection monitoring, training and sensitization on human rights, and food security through general food distributions. Since 2018, DRC has scaled up it RRM program to include the Tillabéri region, where it implements emergency response activities, as well as a protection monitoring program.

About the job

The Emergency Coordinator provides direct management (as designated by the HoP) and technical leadership to DRC Niger’s emergency response, and oversees the delivery of DRC Niger’s emergency project portfolio. Furthermore, the EC is supporting the HoP in developing DRC’s emergency programme strategy and ensure that linkages with other DRC sectors especially protection are forged. The Emergency Coordinator is part of the in-country SMT. Your main duties and responsibilities will be:

Program Strategy

• Develop and monitor detailed operational plans for all emergency response related project activities in accordance with the overall EPRP and other relevant emergency action and response plans in coordination with the SMT and relevant Project/Program Coordinators/Technical Programme Managers;

Program Development

• Ensure DRC’s principles and approaches to emergencies are integrated into the response;
• As the designated in-country focal point for emergency maintain a close familiarity with DRC emergency standards and tools, and feed into and adhere to DRC’s global discussions and initiatives;
• Lead on proposal and report writing (emergency grants, including ECHO, OFDA, WFP, others.);

Management

• Conduct regular field visits to support staff and the overall implementation of the response;
• Build the emergency capacity of local duty bearers and partners through on-going one-on-one support and coaching;
• Ensure staff safety through close collaboration with Safety Team;

Representation

• Represent DRC in key emergency meetings in and out of country;
• Ensure representation of DRC in relevant sector working groups – food security, cash, CCCM/Shelter/NFI etc.;

Accountability

• Guided by the DRC Programme Handbook and the DRC Operations Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence

Finances, Human Resources, and Logistics

• Signatory of official documents (contracts, payments, purchase orders) within approved parameters and in compliance with DRC’s and donors’ rules and regulations, and national laws;

About you

​

Required

• University degree with advanced training or technical qualification in relevant line of work/sector Minimum 5 years of working experience in a humanitarian context and experience in complex emergencies and high-security environments.
• Essential experience in RRM implementation/coordination/emergency response planning in similar contexts.
• Solid experience in staff management in a cross-cultural environment required.
• Relevant technical expertise/experience in some sectors of humanitarian programming such as Food security, WASH/shelter/NFI, protection/CCCM etc.
• Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment.
• Demonstrated ability to manage and support multi-sector programmes including operational planning and problem solving.
• Proficiency in common computer packages and financial software i.e. Word, Excel, Power point etc.
• Fluency in written and spoken French
• Fluency in written and spoken English

Desirable

• Previous experience in Niger, the Sahel or similar context with conflict/access analysis ability
