DRC recruits 01 Consortium Manager DR Congo, Goma

Background 
The IcSP Consortium in DRC is implementing a 18-month project, titled Contribution to strengthening social cohesion and stabilization in Ituri and North Kivu provinces (NA SHIRIKI KWA MASIKILIZANO). Norwegian Refugee Council (NRC) leads the consortium, in partnership with International Alert (IA), Search For Common Ground (SFCG), and Justice Plus (JP). The project proposes to address the causes and consequences of some of the historical, land and identity-based conflicts found in Ituri and North Kivu, such as those between some farmer and pastoralist communities, power conflicts or conflicts in mining sites. Through the reinforcement of social cohesion, community reconciliation and sustainable solutions to displacement and by providing support for trauma healing, NRC and its partners seek to enhance social cohesion in the targeted areas, keeping communities at the heart of the intervention.

The Consortium Coordination Unit (CCU) is responsible for managing the coordination of the project and is the focal point for all activities that facilitate integrated programming in the areas of operation. The CCU focuses on learning, managing and monitoring of all integrated aspects of the project, capacity building of partners, and consolidated narrative & financial reporting, among others. Under the lead of the Consortium Director, the Consortium Manager will ensure that all CCU activities are receiving technical support, will animate working groups and will collect, analyze and report to the Director about state of implementation of the partners.

This position is part of the Consortium Coordinating Unit (CCU) and hosted by NRC, which has been working in DRC since 2002 with all crisis-affected populations, including IDPs and refugees in and out of camps, returnees and host communities. Although hosted by NRC, including in terms of organizational procedures such as logistics, finance and security, the CCU is separate and has a degree of independence to ensure more equal representation of all consortium members.

Roles and responsibilities

• Provide guidance to the member organizations to ensure the activities are implemented in a timely and professional manner, according to objectives, goals and indicators, in line with donor requirements and consortium agreement.
• Coordinate the development of donor narrative reports in close coordination with consortium partner focal points
• Provide guidance to consortium members on donor compliance, including updating of donor rules and regulations handouts, reporting and communications toolkits.
• Ensure donor compliance across the Consortium including visibility, procurement guidelines, etc.
• Provide technical support for quantitative and qualitative analysis for assessments, donor reports, and other processes.
• Coordinate and participate in joint field missions to consortium-targeted locations.

Competencies

• At least 5 years’ experience in an international NGO preferably in a development or post-conflict setting, including Project Cycle Management and Result based methodology.
• Thorough experience with and knowledge of principles and current approaches to peacebuilding and mediation programming in relief and development programs, using both Theory and change and Log frame methods.
• Strong experience in negotiation and diplomacy, and a previous experience in coordinating teams with no direct hierarchy link.
• Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
• Strong command in writing and editing documents in English and French. Proficient in French (spoken and written).
• Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint).
