Background:

 

Diakonie Katastrophenhilfe (DKH) is part of the Protestant Agency for Diaconia and Development, an umbrella-organisation with a nation-wide established Social Service Agency, one of the biggest welfare institutions in Germany, and is headquartered in Berlin/Germany. DKH is mandated with worldwide humanitarian aid. For more than 60 years assistance is rendered to people in need within man-made or natural caused disasters and armed conflicts regardless of race, creed or nationality of the recipients and without adverse distinction of any kind.

 

DKH is a member of ACT Alliance.  Through its membership with ACT, Diakonie Katastrophenhilfe is co-signatory of the Code of Conduct for the Red Cross and Red Crescent Movements and NGOs in disaster relief.

 

DKH has been working through its (implementing) partner organisations in Southern Africa for decades. Heavy cyclones having hit especially Mozambique, relief and recovery projects in the affected districts are under way and DKH is launching its rehabilitation programme to support affected communities beyond immediate relief and early recovery activities. For our rehabilitation programme we are seeking a:

 

Details:

 

Location: Embedded with a local partner organization in Mozambique, the position will be based in Beira with frequent travels to cyclone affected provinces in Mozambique (Sofala, Tete and Cabo Delgado) as well as regular visits to Maputo for coordination.

 

Assignment Period: As soon as possible, 1 year contract with possible extension

 

Reporting to: Diakonie Katastrophenhilfe HQ Berlin (until a separate Diakonie Katastrophenhilfe Southern Africa Mission is completely set up) as well as (transitorily) Diakonie Katastrophenhilfe Regional Office Eastern and Southern Africa in Nairobi while ensuring that DKH HQ Berlin is kept informed and all strategic and programmatic decisions are jointly taken with HQ.

 

Purpose and tasks of deployment:

 

The purpose of the deployment is to strengthen the ongoing response to Cyclone Idai and Kenneth in Mozambique and to accompany the local partner(s) to ensure overall quality and effectiveness of the relief and rehabilitation projects as well as set up a sustainable program during the deployment period. The project coordinator shall provide support and guidance to the implementing partner(s) in Mozambique and ensures bridging between donors or ACT Alliance or Diakonie Katastrophenhilfe Headquarters and the implementing partner(s). The coordinator shall work with relevant stakeholders and advise DKH programming for Mozambique.

 

Work Context:

 

All projects in Mozambique are implemented by local partner organisations. As a member of the ACT Alliance, this includes projects funded via the ACT Alliance network. Diakonie Katastrophenhilfe provides support and guidance to the implementing partners. The Coordinator plays a key role in supporting the project management of the implementing partner(s). In collaboration with the partner organisation(s), he/she qualifies the project activities and reporting on the relief, early-recovery and rehabilitation efforts. He/she is following the objective that all projects are implemented according to DKH and donor guidelines, are of high quality, meet the needs of the beneficiaries and are completed in timely manner, within budgets.

 

Scope of work:

 

The Project Coordinator plays a key role in supporting the partner organisation. S/he provides support to recovery and rehabilitation efforts and new programming of the partner(s) for the disaster affected population in Mozambique.

S/he is responsible for ensuring that the projects are implemented with local partners according to DKH and donor guidelines and quality standards, in line with the needs of the beneficiaries and completed in timely manner within the budget. Project Coordinator plays key role in identifying and solving the problems to ensure successful implementation of the operation.

 

Responsibilities:

 

  • Support the implementation of the partners and Diakonie Katastrophenhilfe program portfolio ensuring the consistency with DKH’s mandate, internal guidelines, donor regulations as well as with the humanitarian principles;
  • Support local implementing partner(s) during all the phases of the projects including needs assessment, project design and planning, implementation, monitoring, and reporting;
  • Ensure that projects are managed through structured work plans, and adequate monitoring and evaluation schemes of implementing partner(s) are in place and properly applied;
  • Assist implementing partners in reporting to ensure high quality and timely submission of partner’s reports as per cooperation agreements
  • Liaise with partner organisation’s project staff (program and finance) for timely and accurate management of funding (transfers) based on the progress achieved;
  • Represent professionally Diakonie Katastrophenhilfe and its interest with implementing partners, government and donor entities or other networks ACT Alliance
  • Supporting partner in the production of situation reports, project reporting, updates etc. continuously
  • Any other duties assigned within the overall scope of the position

Expériences / Formation du candidat Qualifications:

 

The requested minimum qualifications are as follows:

  • University degree in a relevant field, preferably in Humanitarian Assistance or International Development
  • Minimum 3 years of experience in program or project management in Humanitarian Assistance
  • Very good knowledge of Portuguese and English language
  • Previous experience in working with local partner organisations
  • Demonstrated capacity to work and live in harsh conditions

 

For this post, the following further qualifications are an asset:

  • Fluency in German and/or local languages
  • Good knowledge and experience in project management, monitoring and evaluation procedures
  • Demonstrated understanding and experience with policies, protocols, and procedures of international humanitarian and donor agencies (e.g. German Government)
  • Strong commitment to teamwork with effective communication, motivating leadership and interpersonal skills
