The U.S. Government’s (USG) Global Health Security Agenda (GHSA) envisions a world safe and secure from global health threats posed by infectious diseases’ where it is possible to prevent or mitigate the impact of naturally occurring outbreaks and intentional or accidental releases of dangerous pathogens, rapidly detect and transparently report outbreaks when they occur, and employ an interconnected global network that can respond effectively to limit the spread of infectious disease outbreaks in humans and animals, mitigate human suffering and the loss of human life, and reduce economic impact.
In support of the CDC’s global health security responsibilities, this funding opportunity will contribute to two priority strategies in Senegal: (1) strengthening surveillance system for Antimicrobial Resistance (AMR) threat and (2) strengthening national laboratory system to respond to public health emergencies. The key strategy-specific activities to be employed include (1) increase geographic coverage and expand maximum load of the specimen referral network; (2) improvement of Biosecurity of medical laboratories; (3) strengthening of laboratory equipment management; (4) improvement of access to and participation in national and international quality assurance programs and proficiency testing; (5) strengthening AMR surveillance system.

This funding opportunity is intended to continue initial efforts to building and strengthening laboratory systems in Senegal to support rapid and effective disease detection and public health responses during future outbreaks.
This NOFO supports the achievement of the Global Health Security Agenda targets that focus on protecting and improving health globally through regional, national, and local partnerships. Its purpose is to support immediate response to infectious disease outbreaks or health threats, and Public Health Emergencies of International Concern (PHEICs). It is intended to build capacities to prevent, detect, respond to, and control infectious disease outbreaks, strengthen border security, and mitigate PHEICs and other health threats.

This NOFO is divided into six components – each applicant must apply for all components.
Component 1 – 4: Core Global Health Security Priorities
These GHS activities are intended to be funded on an annual basis. The estimated funding available is $1,000,000 (total combined for components 1-4). Future years funding level will be dependent on funding availability
Component 5: Rapid Response to small scale infectious disease outbreaks or other Public Health Emergencies
This is intended to be approved but unfunded (ABU) as a baseline practice. It would be funded to support additional activities needed within a budget period when a disease outbreak or other public health emergency reaches a scale that requires a moderate response. Estimated planning level is $10,000,000.
Component 6: Rapid Response to Large Scale Infectious Disease Outbreaks or other Public Health Emergencies
This is intended to be approved but unfunded (ABU) as a baseline practice. It would be funded to support additional activities needed within a budget period when a disease outbreak or other public health emergency reaches a scale that requires a substantial response. Estimated planning level is $15,000,000.
