Early Grant Information for NGOs
The purpose of this RRTC is to generate new knowledge about employer practices that effectively support the hiring, retention, and advancement of employees with disabilities. This new knowledge will be generated and used by the RRTC to improve employer policies and practices that ultimately contribute to successful employment outcomes among people with disabilities. There are two basic types of ACL grants:
Discretionary, or “competitive,” grants allow ACL to exercise discretion in selecting the projects to be funded and determining the amount of the award. Discretionary grants, once awarded, provide grantees with significant flexibility and control over how grant objectives are achieved (within the scope of the approved application). If the nature of the grant requires substantial ACL involvement, ACL will administer the grant as a cooperative agreement, which affords the agency a role in grant decision-making.
Mandatory, or “formula,” grants are on-going programs, which require no application or competition. Eligibility and funding levels for mandatory grants are based on legislation which often uses a formula to determine the allocation of grant funds across eligible entities such as states.

Eligible Applicants:
Native American tribal governments (Federally recognized);
Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education;
Public and State controlled institutions of higher education;
Private institutions of higher education;
County governments;
Others;
Independent school districts;
Special district governments;
Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education;
For profit organizations other than small businesses;
State governments;
Native American tribal organizations (other than Federally recognized tribal governments);
City or township governments.

States; public or private agencies, including for-profit agencies; public or private organizations, including for-profit organizations, IHEs; and Indian tribes and tribal organizations. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement. Foreign entities are not eligible to compete for, or receive, awards made under this announcement. Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.
