DAI announces Call for Innovative Solutions to Advance Digital Skills for Small Firms – Cambodia

DAI through the United States Agency for International Development (USAID), is seeking applications from innovative partner organization (or organizations) in Cambodia to help small and medium enterprises (SMEs) access and use safe digital tools, also known as digital upskilling support.

USAID’s Digital Asia Accelerator program activity (“the Accelerator”), managed by DAI, aims to increase the safe and appropriate use of digital technology for economic development in Southeast Asia. The Accelerator is part of a broader DAI-managed program, Digital Frontiers, which works closely with the U.S. Global Development Lab, the Center for Digital Development, USAID missions, the private sector, and international and local development organizations to identify successful and sustainable digital approaches and scale their impact globally.

DAI is searching for an innovative partner organization (or organizations) in Cambodia to help small and medium enterprises (SMEs) access and use safe digital tools, also known as digital upskilling support. Support to SMEs could be delivered directly to the Cambodian SMEs or be delivered through relevant associations or networks. The goal of the activity is to help SMEs use safe digital tools to advance economic growth and their own self-reliance.

The Digital Asia Accelerator anticipates awarding approximately two- five grant/s to one or more organizations up to a maximum amount of US $80,000 each.

Expected duration of DAI support or the period of performance is 12 months.
Grant awards are expected to be issued between August-Sept 2020.
Work location

The digital upskilling support will take place in Phnom Penh and/or the Tonle Sap area in Cambodia.

Eligibility Criteria

Applicants must be an officially registered entity/organization in Cambodia (NGOs need to be registered with Ministry of Interior or Ministry of Foreign Affairs and companies need to be registered with the Ministry of Commerce)
For-profit Applicants must be willing to forego profit per 2 CFR 700.13.

Applications must be submitted in English.
Evaluation Criteria

Technical applications will be evaluated based on the following:

Application demonstrates concise activity summary and explains how the proposed program will contribute to DAA’s objective. 15 points
Application demonstrates a) clear understanding of the needs of the target audience b) clear understanding of gender dynamics within the proposed target audience and c) gap in the current digital ecosystem (supported by data, surveys, etc.). 15 points
Technical approach is implementable within proposed timeframe, resources and budget. 15 points
Key personnel and training staff proposed have the relevant skills and experience to implement proposed activity. Applicants must take into account gender composition in their key personnel and training staff plan and provide clear demonstration of how gender integration will be implemented. 15 points
Application includes a viable argument for how this activity can be sustainable after the award or deliver sustainable impact. 15 points
Application specifies the project’s target results and outcomes, and how those results and outcomes will be measured, including but not limited to trainees’ increase in digital skills. 15 points
Application includes summary descriptions of at least three of the offeror’s relevant past projects that demonstrate the core capabilities required to execute the proposed project; please include one page for each project, with hyperlinks to more information if necessary. 10 points
