In Senegal Counterpart since 2001 implements among others an integrated school feeling and nutrition project “McGovern-Dole International Food for Éduca-tion and Child Nutrition” financed by US Deparhnent of Agriculture (USDA) named Sukaabe Janngo (Children of Tomorrow) (2018 — 2022) and a complementary project to support local food procurement entitled Transition of Food in School Canteens in Senegal (TACSS). Both projects will be implemented in the Saint-Louis region.

SUMMARY :

Counterpart international is seeking a Commodity Officer (or its USDA funded Mc¬Govem-Dole Food for Education and Local Regional Procun2ment programs in Serresal. Under the administrative leadership of the Field Office Program Manager and the su¬pervision of the Senior Program Officer (SPO) based in Dakaç the Commodity Officer is responsible (or the USDA daily commodity management from the arrivai of com¬modities b final distribution thnough receipt, storage, transport and reporting. S/1-le is aLso resportsible for managing and mordinating ail school feeding and related adivities.
S/he is responsible for performing functions related b commodity pipelines, distribu¬tion plans, daims, data entries and payment requests (or transportation of food 03M-modifies and reporting. S/he will ensure communication with varions patinas including fonvarding agents, surveyors and transporta The Commodity Officer will ensure that commodities are managed in axondance with Counterpart and USC; reg¬ulations and pnxedures.
This position is based in Saint Louis and open b local candidates only.

DUTIES AND RESPONSIBILIIIES:

Main Duties and Responsitilities
• Work with the Senior Pregram Officer (SPO) todevelop, in conjunction with the ware¬house personnel a work-plan to ensure smooth w-arehouseactivities and in conjunction with the transportas, b ensure a smooth transportation and delivery of commodities.
• Ensure the availability of adequate space and the availability of pallets to ensure proper stacking, sufficient containers and bags for re-conditioning/ re-bagging/ re-constitution and make the necessary arrangement (or the availability of trucks and other logistiŒ as needed.
• Ensure that adequate security and sufficient Liber are available at the warehouse for the commodity receipt and dischargeoperatiorts. In collaboration with the SI’0 arrange with clearing and transportation companies to ensure adequate provision of trucks for the transportation of commodities.
• Ensure that warehouses are managed in compliance with USC; Regulation (1599) guidelines.
• Ensure that warehouse personnel adhere b the EllV principle.
• Ensure proper distribution/ transportation of commodities b schoots.
• Work with SPO b prepare pipeline analyses and call fonvard of commodities.
• Maintain filing system and other related shipping files, induding Bits of Lading, com-modity PIS, survey reports and other required documentations.
• Review survey reports covering each shipment of commodities and compare reults with warehouse reoeipt figures and subsequently report ail discrepandes regarding the report to the Senior Program Offieerand Country Representativewithin threedays alter submission by the lndependent Surveyor and collaborate SPO to prepare certificate of toreign recnpt for eadi shipment per quantity.
• Ensure that short-landing and &ter certificates are obtained from the relevant au-thorities and prepare draft resportses when appmpriate and submit same to the SPO for Country Repreentative.
• !respect the warehouses monthly and examine the stock unis and warehouse ledgers and ensure that all receipts, trartsfets and dispatches are recorded and that (hese ‘won:1- ings are accurate and kept current.
• I’artidpate in receipt of oammodity at the port and warehouse and pmvide daily up-date (information) to the Senior Program Office and Country Representative. Malte sure that monthly physical inventories are oanducted. Analyse monthly physical in¬ventory reports and Lake necesiary action to improve warehause activities.
• Ensure that the re-conditioning of oammodities is done in compliance with the com-modity management principles and that reports caver ai re-oanditioning activities and submitted to the Country Representative duough the Senior Program Officer
• Fagne that warebouse personnel irtspect equipment induding scales, pellets, and all warebouse faiblies and equipment to ensure that they are in gond condition and that the mof is free fmm any leakage.
• Review all inventory, distribution and kxss reports prepared by warebouse personnel and sdbots and report any discrepancies b the Country Representative through the Senior Program Offices
• Inforrn the Senior Program Officer and Courttry Repreentative when food commodi-ties considered unfitneed b be irtspected and certified assuch by the relevant aufferities and make neceseary arrangements (or the inspection.
• Work with Senior Program Officer 10 prepare dispasal request (or unfit commodities and other related oammunicatiorts in accordance with Regulatbrts and prepare draft correspondence b USUA for review by Country Representative.
• Assis/ the Senior Program Officer in prepare monthly exad ledger oammodity report an time to be submitted to Ht)
• Initiale the drafting of arurateancl timely quarterly Commodity Status Report ((N4 Recipients Status Report (I l4 Lass Status Report (tSR) to the Senior Program Officer
• Assis! in preparing the oammodity section of the semiannual pmgram performance reports to be submitted b USDA
• Assist the SIV in Prepa ring and following-up on all necessary daims against third parties. follow-up and ascertain that all UNICE are prepared monthly and submitted to USDA.
• Update all records and ledgers including the Master Commodity Ledgeç Sîtipping Ledgeç Lass and Cairns Ledgec
• Verify and ensure that payment requests (or labor and invoices for transportas, are in larder and are properly prepared and submit them in a timely manner
• Easter that partiipatingschoots have the necessary facilities, equipment and training to prepare and serve daily meals adhetittg b hygiene and ptparation standards es-tablished by the project
• In collaboration with SPO, train PUA member”, teadiers and moles on food prepara-

fion, hygiene practices, and organizational aspects of the school feeding program
• Review Counterpart fadlitators’ reports arul ertstue recornmeidatiorts am addressed.
• Ensure timely arrivai of commodities at eadt school to marre unintenupted meal distribution
• Regularly visit schools tu monitor project adivities, take photos of project activities, and develop two Abctss stories per school year
• Carry out any other task required by the Iluni.uio Manager and /or Senior Program Officet
Qualifications
• At least a Master’s dega_ , or equivalent in Management, Accounting, Statistics, Lo¬gistiOE, social sdenc•s or related field.
• Five (5) years working experience in the Management of Food commodities n1 warehouses.
• Knowledge of CPI and USDAregulations pertaining b relief food axrunodities Ira& ing acoounting and report:Mg.
• Experience with USC corrunodities is required
• Cood knowledge of dearing and forwarding
• Ability to travel at least 50% of the âme
• Experience in Prograrn planning, implernentatkm and reporfing.
• Ability tohandle conflicting teks; to prioritize and deliver high quality performance (m a regular basi.s and in a timely manner
• Independent thinket ability to idenfify potential problerns and offer solutions
• Proven lcnowledge of US. Covemment fuies, regulations, polides and procedmes.
• Knowledge of MS Word, Excel and PowerPoint
• Excellent organizafional, analytical, oral, and written communications skills.
• Demortstrated supervisory and leadership skiffs.
• Have a gond ability to manage relationships with diverse people; an ability to work well alone and in a tearn environmatt
• Fluency French and gond lcnowledge in English me required.
