In Senegal Counterpart aines 2001 implements among others an integrated school feeding and nutrition project « MeGovern-Dole International Food for Educa¬tion and Child Nutrition » finered by US Department of Agriculture (USDA) named Sukaabe larme (Children of 2innorrow)(2018 —2022) and a complementaryproject to support local food procuremententilled Transition of Food in School Canteens in Senegal (TACSS). Both projects will be implemented in the Saint-Louis region.

SUMMARY:
Counterpart International is seeking a Market Linkages & Sustain-ability Specialist for its USDA funded McGovern-Dole Food for Ed¬ucation and Local Regional Procurement programs in Senegal. Under the technical leadership of the TACSS Program Director and the administrative supervision of the Field Office /Program Man-ager, the Market Linkages & Sustainability Specialist will work closely with subgrantees and stakeholders in the implementation of all market system related activities. S/he is responsible for provid-ing oversight in reinforcing organizational capacities of value chain stakeholders, enhancing dialogue and linkages between producers and buyers in the targeted staple food value chains. He/ she will also oversee the implementation, assessment and support of Sus-tainability programs, initiatives and communications related to Counterpart’s food operations.
This position is based in Saint Louis.

DUTIES AND RESPONSIBILITIES:

Main Duties and Responsibilities
• Work closely with TACSS Program Director, other technical team members, partners and stakeholders
• Communicate and coordinate with project staff on technical ques¬tions related to Food Security and Livelihoods, resilience building and agricultural/agrobusiness sub-sector development, market linkages for productivity and sustainability, grassroot organizational capacity building, work planning
• Supervise program implementation and provide technical support in the development of policies, strategies and plans related to food security, agri-business productivity, local and regional procurement, resilience building, livelihoods and sustainability.
• Facilitate business relationship between school management com¬mittees and organization of producers by value chain approaches.
• Propose and implement sustainable activities for transitioning imported food procurement to local value chain development from production to markets.
• Propose a strategy for strengthening the partnership with the coin¬rnunities in relation to the activities planned in the action plans of the two projects.
• Identify and propose achievements to .turn into a success story and highlighted in bi-annual reports
• Write reports and other public communications to promote sustainability initiatives. •
• Provide technical stewardship in establishing school management committees (SMC) and food procurement groups.
• Contribute setting up linkages between procurement coopera¬tives, certified processors and preselected millet and cowpea producers.
• Contribute to the dissemination and acceptance of the mung bean culture to improve the resilience of families
• Compose sustainable business practice proposals and plans,.and work with organizational leaders and business partners to ensure
• Develop and deliver sustainability educational and training ma-terials for ail stakeholders and partners.
• Maintain an up to date record of all farmers, farmer groups, ag-gregation centers, warehouses and stakeholders.
• Attend market linkage forums with that aim at marketing the ag-gregate d cornmodity.
• Develop sustainability project goals, objectives, initiatives, or strategies in collaboration with other sustainability professionals.
• Assess or propose sustainability initiatives, considering factors such as cost effectiveness, technical feasibility, and acceptance.
• Prepare field activity reports on a weekly, monthly, quarterly, semi-annual and annual basis.
• Carry out any other task required by the Project Manager or TACSS Director.

Qualifications
• At least a master’s degree in, Agri-business, Agricultural Value Chain Development, Agricultural Organizations Management, Commodity Market Management, Rural development and cooperation, or any other relevant field.
• Minim-um of seven (7)-years of experience.in Sustainability Policy, in Market Research/Survey work preferably in a non-governmental organization.
• Value chain development analysis, marketing rural development participatory methods and organizational capacity building skills will be a plus
• Have a good ability to handle conflicting tasks; an ability to pri-oriti 7e and deliver high quality performance on a regular basis,
• Good knowledge of partnership and aid policies of government donors, humanitarian issues, resource mobilization strategies.
• Demonstrated knowledge of U.S. Government rules, regulations, policies and procedures.
• Knowledge of MS Word, Excel and PowerPoint
• Excellent organizational, analyticàl, oral, and written communi-cations skills.
• Demonstrated autonomous skills.
• Have a good ability to manage relationships with diverse People; art ability to work well atone and in a team environment;
• Fluency French and good knowledge in English is an asset.
