Concern Worldwide recruits 01 Programme Accountant
About the role: This is a 12 month, new role with unaccompanied terms based in Kouango, CAR with a salary within Band 2: €29,734 – €33,038
You will report to the Base Manager with technical reports to the Country Finance Manager (CFM). You will work closely with finance staff inside CAR and liaise with the Systems Director (SD), Programme Director (PD) and the Area Coordinator (AC).
We would like you to start at the beginning of September 2019.
Your purpose: The Programme Accountant will ensure the effective functioning of financial aspects for the Food For Peace Programme in Kouango, CAR.
You will be responsible for:
Financial Management:
- Guided by Country Finance Manager and his/her team, ensure that Concern Worldwide financial policies and procedures are adhered to and implemented in a standardised manner.
- Manage the Kouango finance department’s activities and schedules to meet the financial reporting requirements and deadlines specified by donors and Dublin HQ.
- Closely monitor all programme financial activities, and keep the Programme Director, Systems Director and Country Finance Manager advised of all situations which have the potential to negatively impact internal controls or financial management performance.
- Assist the Country Finance Manager with external (donor, audit firm, partner organisation, government, etc.) and internal control audits as required.
- Support the Logistics Manager to ensure the protection of all programme assets (cash, inventory, etc.) through the enforcement of internal controls and procedures, including regular checks to ensure updating of fixed assets and inventories.
- Maintain up-to date knowledge of and implement local government requirements and regulations related to financial matters including statutory deductions from national staff salaries such as income tax, social security, etc.
- Ensure an International staff member, preferably yourself, accompanies all cash payments carried out in the field at all times.
- Assist the Programme Logistics Manager in ensuring there are operation manuals created for the management of any and all sub-bases, including for finance management.
- Ensure the Voucher Fairs and Cash for Work SOPS are updated, particularly with regards to financial aspects, in relation to the context and the Concern policies.
- Ensure that steps are taken to mitigate the risks of fraud, including conducting random checks on large payments carried out in the field.
Treasury:
- Supervise all programme office safe relations and cash box account activities.
- Oversee the timely preparation, review and approval of all safe account and cash reconciliations on as regular a basis as necessary for effective financial control.
- Assist the PD and CFM in ensuring compliance with Concern Worldwide policies and procedures and assume responsibilities in the implementation of country specific policies such as authorisation limits, cash holding limits, cash movements, credit terms, advance payments, use of cash payment instruments.
- Be responsible for the review of fund transfer requests from the field and the timely preparation and follow-up/handling of Cash Transfer Requests to the field offices to ensure that appropriate balances are maintained to facilitate programme implementation
Budget:
- Assist Kouango budget holders in conducting the budget revision process, ensuring that appropriate levels of technical support and guidance are provided to all budget holders during the process of preparing the subsequent revisions.
- Assist budget holders with preparation of donor budgets; interpretation of budgeting guidelines; ensure compliance with donor regulations and ensure their incorporation into the country annual operating budget & revisions.
General:
- Support emergency responses when required.
- Represent Concern at relevant coordination meetings at the local and national level as required.
- Contribute to the development, review, and revision of financial and systems related procedures.
- Any other tasks mutually agreed with the AC, PD and/or CFM.

| Experience / Qualifications |
Your skills and experience will include:
- Part or full Accountancy Qualification (e.g. CPA, ACA, ACCA).
- 2-3 years finance experience, preferably in an international development or relief context.
- Experience in developing staff capacity both on technical and management aspects.
- Experience managing significant programme budgets.
- Experience of working with and supporting partner organisations.
- Willing and able to work in a sometimes stressful and constrained working environment.
- Must be fully fluent in English and French
