NGO Forum – South SudanThe South Sudan NGO Forum is a member organisation, supporting the operations of over 100 International NGOs and 400 National NGOs providing humanitarian, development and peacebuilding work in South Sudan.  The NGO Forum Secretariat coordinates the work of one of the largest NGO Forums in the world, supported by  INGO, NNGO and Joint steering committees.  This includes coordination, information sharing, advocacy, policy/position paper production, government/donor/UN engagement and engagement on other vital issues regarding humanitarian relief, recovery and development.
Purpose of the RoleIn 2020, there are 400 National NGO members of the NGO Forum, many of whom deliver humanitarian and development assistance in some of the hardest to reach and most insecure environments.  The NGO Forum has expanded its work in recent years to support the capacity development of member NGOs, with a particular focus on National NGOs and national staff of International NGOs, ultimately work towards stronger localisation of assistance in line with Grand Bargain Commitments.
The NGO Forum’s Capacity Development Adviser will lead the NGO Forum’s work to support the capacity development of member organisations. This will include developing and rolling out a capacity development strategy and plan, working closely with the localisation working group and other relevant working groups of the NGO Forum and Civil Society strengthening initiatives.  The Capacity Development Adviser will oversee training, mentoring, capacity assessment and other development initiatives to achieve this goal, working closely with other relevant stakeholders and civil society strengthening programmes in South Sudan.
ResponsibilitiesThe Capacity Development Adviser will have responsibility for the following workstreams
Capacity building strategy and planLead the development of a comprehensive capacity building strategy for the NGO Forum and its members to strengthen the capacity of member organisations and staff to deliver effective, principled and accountable humanitarian and development assistance.Develop and lead the NGO Forum’s capacity building work in line with the strategy, including overseeing and leading training, mentoring and support initiatives.Innovate and develop bespoke capacity development approaches and interventions that are fit for South Sudan context.Document lessons learned and best practice to support the roll-out of capacity building initiatives by the NGO Forum and other stakeholders.Capacity Assessment Tool & mentoringLead the continued roll-out and adaptation of the NGO Forum Capacity Assessment Tool for National NGOs to provide benchmarks for capacity development and strengthen the capacity development initiatives provided to member organizations.Progressively strengthen the Capacity Assessment Tool, in coordination with other initiatives in South Sudan, building on documented lessons learned.Roll-out linkages, partnerships and mentoring between INGOs and NNGO and between NNGOs of different capacities.Internship programmeStrengthen the institutional framework and oversee the implementation of the NGO Forum internship programme, building on existing lessons to strengthen internship opportunities in South Sudan, with a particular focus on gender & inclusion.Develop and roll out the internship programme to sub-national and state levels to strengthen opportunities for national staff in States.Humanitarian Leadership AcademyLead the NGO Forum’s workstream to roll-out a tailored programme of support to National NGOs in partnership with the Humanitarian Leadership Academy, building on the initial phase of the Strengthening Effective Humanitarian Partnerships (SEHP) Programme.Initiate and devise new approaches to competency based-training in different spheres of competencies that enhances effective humanitarian and development assistance delivery.Interagency coordination and stakeholder engagementProactively engage with other capacity building and civil society support initiatives in South Sudan, building links with relevant stakeholders.Work closely with the NGO Forum localization working group to support capacity development initiatives intended to improve localization.Work closely with the NGO Forum Solutions working group to support expertise within member organisations that are working in Internally Displaced People’s Camps and Refugee Camps.Work closely with other NGO Forum advisors, including the Safeguarding, Gender and Inclusion Advisor, National NGO Focal Point, Communications Advisor and Security Advisor in the roll out of capacity development initiatives.
Required skills & experienceEssential skills & experienceGraduate qualification in Humanitarian or Development Studies, International Relations, Education or other relevant topic – OR – relevant equivalent field experience of at least 5 years.Demonstrable experience working with NGOs, UN agencies or relevant institutions leading capacity development, training and/or localization work.Demonstrable experience of the humanitarian sector and humanitarian principles.Significant experience of working with or alongside NGOs, including experience in insecure or post-conflict environments.Excellent interpersonal skills and demonstrable experience proactively building relationships with external and internal stakeholders.Excellent written and spoken English skills required, including demonstrated ability in writing briefing papers and other information products.Strong IT skills and demonstrable experience with multi-channel approaches to capacity development, including in-person, digital and non-traditional platforms.Flexible, a self-starter and able to lead teams.Desirable skills & experienceGraduate qualification in Humanitarian or Development Studies, International Relations, Education or other relevant topic – OR – relevant equivalent field experience.Previous experience working in South Sudan or East African contexts.Previous experience working for NGO Fora, clusters or other inter-agency coordination mechanisms. Documents
