About the role: This is a 12 month with unaccompanied terms based in Butembo/Goma, Nord Kivu, DRC with frequent travel to programme sites, including some remote field sites and with a salary of Grade 3 (€36,527 – €40,586)

 

You will report to the Area Coordinator, will manage Concern’s Ebola Virus Disease (EVD) response programmes in North Kivu, including possible emergency rapid response interventions based on population movements and needs.

Your purpose:

This position will be responsible for the management of Concern’s EVD response programmes in North Kivu. Concern EVD response programmes are funded by Irish Aid and FHDRC. The FHDRC programme is in coordination with four other INGOs (Save the Children, Mercy Corps, Care and IRC). Concern’s activities in the response focus on community engagement, WASH/Infection Prevention Control (IPC) and ensuring that women, in particular, are protected from the risk of EVD. The post holder will be responsible for representing Concern at coordination meetings with Government actors, UNICEF, WHO and other INGOS.

Key activities will include ensuring that Concern’s EVD Community Engagement approach is implemented correctly, overseeing WASH activities in health centres and communities, meaningful participation at coordination meetings, training and on-the-job coaching of staff, improving reporting and analysis systems, ensuring programme is appropriately equipped and staffed, supporting procurement and HR matters for programme implementation, conducting adequate budget management of programme costs and ensuring timely sharing of information with other partners and actors.

You will be responsible for:

Programme Planning and Design:

  • Design and plan EVD response activities in programme location, ensuring the participation of programme stakeholders (Government, other NGOs, UNICEF, WHO) in all stages of the programme cycle.
  • In collaboration with the Area Coordinator and Programme Director, develop a plan for the EVD response activities in North Kivu based on different possible scenarios.
  • Support the evaluation of WASH infrastructure and the procurement of necessary materials for the implementation of EVD response activities including rehabilitation and construction of WASH facilities in targeted health facilities, as required.
  • Regularly review planning of activities taking into consideration both the potential spread of EVD into new areas and implementing programmes in volatile security environments.

Programme Management:

  • Oversee the day to day management of the EVD response programme including leading and overseeing IPC/WASH and Community Engagement activities according to international standards, national guidelines, Concern policies and best practices, with a special attention to gender and protection topics.
  • Ensure that all the necessary resources are in place to deliver on the IPC/WASH activities (staff, logistics, consultants, finances etc.)
  • Ensure accurate management of the IPC/WASH programme budget to ensure that activities are delivered in a timely and cost-efficient way.
  • Ensure that all team members are effectively trained on Concern’s Risk Communication and Community Engagement strategy.
  • Work with EVD Coordinator and Engineers to identify locations for Cash for Work Road Rehabilitation project and provide support on targeting beneficiaries and implementation of work.
  • Monitor community based feedback received from team during community engagement sessions and ensure that this information is shared with UNICEF and EVD Commission.
  • Monitor programme budgets and management accounts to ensure that relevant activities are being implemented in accordance with agreed budgets
  • Prepare procurement plans and work with logistics to ensure timely procurement of all necessary supplies.
  • Participate in contract design, tendering and contractor performance as required for the implementation of interventions.
  • In collaboration with the M&E Manager, develop an M&E framework and ensure that the IPC/WASH programme is appropriately monitored to track progress, outcomes and impact.
  • Ensure that best practices and international standards are applied to the IPC/WASH programme activities as relevant.
  • Provide technical solutions to IPC/WASH related issues facing the population in the areas of operation and contribute to the sector wide development of standards.
  • Ensure that the necessary equipment, materials are available and in good working order for rapid deployment.
  • Work with the Programme Director and Area Coordinator to further build and maintain Concern’s emergency preparedness capacity.

 

Reporting and Donor Compliance

  • Contribute to the development of high-quality concept notes and proposals for the EVD response programme.
  • Prepare timely and high quality internal and donor reports for the EVD response programme, in line with donor requirements (narrative and financial);
  • Prepare and share timely IPC/WASH programme data and Community Feedback as required by the EVD Commissions, UNICEF, OCHA and any other relevant stakeholder.

People Management:

  • Manage and provide leadership to the IPC/WASH and Community Engagement teams, contributing to their capacity building and career development including through on-the-job training.
  • Ensure that the IPC/WASH and Community Engagement teams have up to date job descriptions, clear objectives and identify and facilitate training when required.
  • Ensure that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work
  • Ensure that all staff are aware of and comply with Concern’s policies and procedures
  • Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance
  • Ensure that staff and contractors are compliant and fully understand their obligations when signing Concern Code of Conduct and its associated policies, and where non-compliance is suspected, to inform a member of the SMT so that the appropriate action can be taken by the Country Director.

 

Representation

  • Act as Concern’s focal for coordination meetings involving Government/EVD Commissions, UNICEF, WHO and other NGOs in Goma and Butembo.
  • Work with other partners of FHDRC to ensure coordination of activities throughout the EVD response.
  • Represent Concern to government departments, donors and communities in State and County levels, with the support from the Area Coordinator and EVD Coordinator, as required.

 

Others

  • Support cross-sectoral periodic programme reviews in order to assess programme progress, capture lessons learnt and adapt programme strategies as necessary in accordance with Concern’s results-based management principles. Ensure mainstreaming of cross cutting issues/approaches throughout the programme cycle including Gender, Protection, HIV and Aids, Rights Based Approach, Accountability and do no harm philosophy.
  • Work closely with Area Coordinator and System Director to ensure the IPC/WASH and Community Engagement team adheres closely to security protocols and procedures.
  • Adhere fully to the commitments and rules of Concern Code of Conduct and its associated policies, including the respect of confidentiality.
  • Other duties as assigned by the Area Coordinator and Programme Director.
Town/City Goma
Experience / Qualifications ESSENTIAL

  • Minimum of three years overseas experience with an NGO implementing WASH, Community Engagement and/or Public Health Programmes
  • Experience in implementing WASH in an EVD context (preparedness and response)
  • Experience in working in a complex emergency context

DESIRABLE

  • Familiarity with Sphere guidelines and CHS
  • Experience of work in DRC/ Sub-Saharan Africa
  • Experience of managing an emergency programme team.
  • Familiarity with IT equipment, HF/VHF radios and security issues;
  • Working knowledge of French
  • Experience of working Gender Equality programmes
  • Experience of working on Cash for Work programmes
