About the role: This is a 12 to24 month contract, replacement role with unaccompanied terms based in Goz Beida with a salary of €40,003 to €44,449

You will report to the Programme Director and will line manage Base Manager; Livelihoods Manager; Health & Nutrition manager, DIZA (Developpement Inclusif des Zones d’Accueil) Manager, Assistant WASH, Assistant Education; Assistant Agriculture/Livestock; Assistant Agroforestry/Environment and work closely with Country Director, Systems Director, Country Finance Manager, DIZA (Developpement Inclusif des Zones d’Accueil) Consortium Coordinator, HR Manager, MEAL Manager, peer NGOs in Goz Beida, UN and local authorities.

Your purpose:

The purpose of the Area Coordinator (AC) is to ensure the implementation of high quality programmes in Goz Beida, Dar Sila, Eastern Chad, through the effective leadership and management of programme staff and ensuring that support functions are meeting the needs of the programme. As the Concern representative in the area, the AC will develop and maintain good relationships with peer NGOs, local authorities and communities in which Concern works.

 

You will be responsible for:

  • General responsibilities
  • Represent and lead Concern Worldwide’s operations in Goz Beida, Sila Region
  • Manage, lead and support the programme teams to ensure agreed programme objectives are met in an efficient and timely manner according to Concern and donor policies and procedures.
  • Work with the Base Manager to ensure that the functions of HR, logistics, finance and administration are supporting the needs of the programme and that programme staff understand and are following procedures and policies
  • Through leadership and management ensure that the highest standards of accountability and transparency are upheld within the organization and specifically within the programmes, safeguarding the reputation of Concern
  • Ensure that all Goz Beida staff and visitors are aware of and comply with Concern’s policies and procedures
  • Programme Development and Management:
  • Ensure that programmes are implemented according to agreed objectives and achieve agreed results in line with Concern’s and donor policies and procedures
  • Ensure that gender/equality, DRR, protection, environmnet and where relevant HIV and AIDS and conflict are effectively mainstreamed across all programmes.
  • In conjunction with the Programme Director, Sectoral Programme Managers, MEAL Manager and Programme Support Officer, ensure that achievements and results are effectively documented communicated within Concern and to donors
  • Contribute significantly to the identification of needs and the development of new proposals for Eastern Chad
  • Ensure that programme teams prepare complete, accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures, ensuring that all activities are fully and accurately costed and included in budgets.
  • Ensure all expenditure is authorized and spent in accordance with Concern’s internal procedures; review monthly expenditure and ensure it is in line with programme plans.
  • Ensure the allocated budget is utilized effectively and any necessary adjustments are requested in a timely manner.
  • Work with Systems Director, Base Manager, logistics, HR, admin and finance teams to ensure that support functions adequately address programme and organizational needs, through inclusive planning and implementation of activities (HR plan, procurement plans etc.)
  • Monitoring, Evaluation, Learning and Reporting
  • In collaboration with MEAL Manager, ensure the development of overall Results Frameworks /M&E Plans in all Programme Sectors
  • Support the MEAL Manager in capacity building of staff in M&E, data collection and reporting.
  • Collaborate with MEAL Manager, Sectoral Programme Managers and the PSO (Programme Support Officer) in the organization of surveys, studies and research as planned.
  • Ensure monthly and annual as well as donor reports are produced in a timely manner by Managers and compile and review them before sending to the PSO and PD
  • Liaise with Programme Support Officer and Advocacy and Communications Officer in developing materials to communicate about our programmes and in organising learning meetings and events.
  • Accountability
  • Ensure all staff understand the Core Humanitarian Standard and that the Complaints and Response Mechanism is functioning in the office and all programme areas.
  • Ensure beneficiaries are aware of Concern’s accountability engagement related to sharing information regarding Concern’s mission and activities as well as the Complaints and Response Mechanism.
  • Ensure the ongoing staff training or refresher sessions on the Code of Conduct and Associated Policies and the Anti-Fraud Policy.
  • People Management
  • Lead and manage staff, contributing to their capacity building and career development
  • In collaboration with the HR manager, and administrative staff, ensure that Concerns’ HR procedures are being applied and followed in Goz Beida (JD’s in place, PDR system followed, good staff records maintained)
  • Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance.
  • Ensure that work within the team(s) is planned and organized in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
  • Act as the Focal point for Goz Beida Staff Delegates
  • Security and emergency
  • Responsible for on-going security monitoring and management of security in Eastern Chad according to the Security Management Plan (SMP)
  • As the Security Focal Point for Goz Beida, ensure that Concern’s SMP and relevant policies and procedures are understood and applied in a way that ensures the safety and security of Concern staff and resources, including assessments and SOPs for new areas of operation.
  • Ensure up to date information on the humanitarian context and situations requiring emergency response is shared with relevant managers and staff and responded to, if appropriate, in a timely manner.
  • Representation
  • Represent Concern in Goz Beida in coordination, information sharing and security meetings to local authorities, UN and NGO operating in the area
  • Represent Concern and our programming in Eastern Chad in N’djamena, as requested.
  • Undertake other related duties as may reasonably be assigned by the Country Director or the line manager.

 

 

 

 

 

 

 

Ville Goz Beida
Expériences / Formation du candidat Essential:

  • Masters Degree in a relevant discipline (Development, Humanitarian Action, Livelihoods, Nutrition or WASH) or relevant experience as Area Coordinator.
  • Minimum 4 years overseas experience in an international NGO, at least 3 in a management role. Must demonstrate strong staff leadership, capacity building and management skills.
  • Fluency (written and spoken) in French and English
  • Demonstrated ability to successfully implement multi-sectoral programmes in a similar context
  • Demonstrated experience in managing a diverse portfolio of donor contracts (i.e. ECHO, EU, DFID, Irish Aid)
  • Proven skills and experience in humanitarian accountability and mainstreaming
  • Experience in overseeing support function such as logistics (transport, procurement etc), HR, finance and administration
