City of Peoria seeking Applications for CDBG CV Grant Funding

The City of Peoria is accepting applications for the use of Community Development Block Grant Coronavirus (CDBG CV) funds under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). These funds must be used to prevent, prepare for, and respond to the COVID-19 pandemic.

Early Grant Information for NGOs
Use of the CDBG CV funds is restricted to CDBG-eligible purposes, and cannot be used for activities that are being covered by other federal, state, or local resources.
Objectives
Activities undertaken with CDBG CV funding must meet the same national objectives as the annual CDBG entitlement. Those national objectives are:
Small Research Grants for the improvement of education
This grant-making trust inviting Charities to help Socially Disadvantaged Groups during COVID-19
Support available for NGOs working on social innovation, inclusiveness and sustainability
Advocacy grants to strengthen the voice of communities and grassroots activists
USD $250,000 to $2 million funding available for each selected partner to address Covid-19 impact in select countries
Funding provided through capital support for community development projects
Endowment Funding of € 25,000 for young people fighting for freedom
Small Grant Fund for protecting endangered animal species
Grant program for transforming women’s lives for hard to fund projects
Seed Funding for Youth-led Organisations: Invitation to Submit Proposals
Grant Opportunity to mitigate the impact of COVID-19 and Future Pandemics
Submit Inspiring Projects that drive Long-term Economic, Social, and Environmental Sustainability
Rapid-Response Fund for CSOs working on Women’s Empowerment
US Funding for Justice, Social Inclusion, empowerment of the vulnerable and freedom from violence
Small Seed Funding and Fellowship for young African leaders for leading social ventures
Benefit low- and moderate-income residents.
Assist with the Elimination of Slum and Blight.
Address an Urgent Community Development Need.

Eligibility Criteria
To be eligible to apply for CDBG CV funds, the applicant must be one of the following:
Non-Profit Agency (must be registered and in good standing with the AZ Corporation Commission);
Local Government;
City Department.
All applicants must be registered and in good standing at SAM.gov at the time the grant application is submitted to the City.

Organizations applying for Peoria CDBG funds must have the following administrative systems in place before project services will be delivered:
Formal personnel system with written procedures.
Staff salary tracking system by the funding source.
Financial management system with written accounting procedures.
Recordkeeping system/separate tracking for each funding source.
Formal written cash management practices (includes proper security measures).
Hard copy files and computer records systems with security and back-up.
Internal monitoring/evaluation system with written procedures.
Client eligibility verification procedures.
Client demographic data collection and reporting system.
Procurement policy with written procedures.
Conflict of interest policy.
Client grievance policy.
Limited English Proficiency policy.
Non-discrimination policy for both clients and employees
Provide reasonable accommodations for both clients and employees.
Drug-free workplace policy.
Comply with E-Verify for employment activities.
