Chemonics seeks a short-term technical advisor to support the Human Resources for Health in 2030 Capacity Building for Malaria (HRH2030 CBM) program in Niger. The technical advisor will display expertise in organizational change management and human resources management. The activity seeks to improve country Global Fund grant performance through change in policy or guidelines, improvement in monitoring and evaluation systems, or reduced stock-outs through long term technical advisors seconded to national malaria control programs (NMCPs). This advisor will work within and with the NMCPs to provide technical support to build NMCP capacity and ensure collaboration with other partners to optimize malaria interventions supported by the Global Fund and improve the management and overall effectiveness of the NMCP. HRH2030 will implement targeted technical assistance activities recommended by a recent NMCP evaluation and support a CDC field epidemiology training for four months in Niamey. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Assist the NMCP in implementing the recommendations from the recent Organizational Capacity Assessment in Niger
Conduct desk review of relevant Niger NMCP and HRH2030 documents and reports
Preform NMCP process mapping to understand and accurately capture the daily management of activities, including roles and responsibilities of all departments
Assist the NMCP in strengthening human resources for health management, organizational capacity, and daily management of activities using on-the-job training and coaching
Lead workshops and in-person trainings to improve the skills and competency of all staff
Facilitate activities related to the Field Epidemiology Training Program in coordination with the Nigerien Ministry of Health
Provide ad-hoc support to NMCP, PMI, and USAID to improve NMCP programming
Qualifications:
Advanced degree in a health-related field. Specialized experience in malaria not required, but preferred
At least 10 years of experience in progressively responsible roles designing, implementing, and managing malaria and other health programs in developing countries, with a preference given to candidates with experience in Africa
Demonstrated experience in organizational change management
Experience strengthening human resources for health management and organizational capacity and skills
Demonstrated experience managing successful teams of experienced professionals
Demonstrated technical leadership, program management, strategic planning, policy experience, and problem-solving skills working on complex projects in highly sensitive environments required
Experience with large donor-funded public health programs, especially USAID programs, preferred
Previous experience with or good knowledge of Global Fund operating procedures (proposal development and submission, monitoring and evaluation, and reporting)
Ability to work effectively independently and in a team environment with a broad range of local and U.S. government personnel and partners, communicate information to health and non-health audiences, achieve consensus on policy, project, research, and administrative matters, and have skills in donor coordination and collaboration
Excellent communication skills to prepare regular and ad-hoc reports, activity documentation and briefing papers
Diplomatic skill to develop relationships and trust with public and private organizations
Excellent computer skills (Microsoft Word, Excel, Power Point, and Outlook; Access, SPSS, and other statistical software) required
Demonstrated leadership, versatility, and integrity
Proven ability to communicate clearly and concisely, both orally and in writing, in English and French required
