Chemonics seeks a team leader for the anticipated U.K. Conflict, Stability and Security Fund (CSSF)/Support to Stabilisation in Central Mali project. Subject to dynamics on the ground, this estimated two-year program aims to support the Malian government in the delivery of governance, socioeconomic development, and communication activities in conflict-affected areas and areas at risk of conflict in the central regions of Mopti and Segou.
Responsibilities include:
Provide overall project leadership, management, and technical direction, and ensure that project activity design and implementation meet the highest standards
Direct implementation of the project’s strategic long-term vision
Oversee inception and implementation management and communications
Serve as the project’s primary liaison with FCO, international and regional partners, and host-country government officials
Advise and mentor government counterparts where required, and work closely with them to jointly define project targets and design and implement agreed-upon activities
Serve as primary liaison with the Chemonics home office in technical and managerial matters
Supervise project technical and administrative staff, including the deputy team leader and technical leads, ensuring that staff successfully manage project activities and operations
Ensure compliance with the goals set in the contract, CSSF regulations, and Chemonics policies and systems
Participate in regular project evaluations to assess progress, generate learning, and adapt programming
Qualifications:
Clear record of senior professional experience in the development sector, including in complex, fast-paced, and challenging field operations in fragile or conflict-afflicted countries
Demonstrated record as a team leader, chief of party, or equivalent on programs with a stabilization, governance, conflict reduction, or early recovery component
Experience in working closely with partner government counterparts on challenging national security programs — especially with an institutional development component — highly desirable
Demonstrated leadership in designing, managing, implementing, and monitoring and evaluating programs with technical assistance and grant elements
Strong political astuteness and interpersonal and communication skills to fulfill the project’s diverse technical, managerial, and stakeholder requirements
Proven ability to develop and communicate a common vision among diverse partners and lead multidisciplinary teams
Financial management experience, especially oversight of budgeting and procurement activities
Demonstrated leadership, versatility, and integrity
Fluency in written and oral English and French required
Experience with CSSF or DFID projects and in Mali preferred
