Chemonics seeks a long-term senior grants and subcontracts manager for the OTI/Burkina Faso Regional Program based in Ouagadougou. Under a SWIFT IV IQC task order, the program supports activities that maintain and deepen stability in Burkina Faso, neighboring countries, and the broader Sahel region. The senior grants and subcontracts manager is responsible for oversight of the contractual and administrative implementation of all program activities managed from offices in Ouagadougou, Dori, Ouahigouya, and Fada N’gourma. Working with the grants management units, the senior management team, and the chief of party, the senior grants and subcontracts manager will be responsible for building the capacity of the grants and procurement teams; liaising with local partners, host-country counterparts, beneficiaries, NGOs, and local associations; and providing direct oversight and compliance for program activities and budgets. Responsibilities include:
Oversee the contractual and administrative implementation all activities under the four components of the program. Serve as the main point of contact between the Burkina Faso office and the home office as it pertains to grant and subcontract drafting and negotiation
Organize and track activity documentation and ensure grant and subcontract compliance with USAID rules and regulations
Monitor individual grant and subcontract budgets
Build the capacity of grant managers to provide consistent and accurate data on the status of activities through Activity Notes and the OTI Web-Based Database and implement all aspects of program activities (grants, subcontracts, direct procurement, and short-term technical assistance)
Mentor grantees and local subcontractors; build strong relationships with government of Burkina Faso counterparts and partners
Work with the Burkina Faso program manager and program development team to inform program development, building on lessons learned from implementation
Oversee procurement specialists to define specifications for equipment and other in-kind procurements, ensure compliance of procurements, and ensure items procured are delivered according to established activity work plans
Work with the monitoring and evaluation specialist to assess partner and grantee performance and inform final evaluation reports
Qualifications:
Bachelor’s degree required
At least five years of experience working on donor-funded projects in a related role and demonstrated supervisory experience
Experience in dynamic conflict and/or post-conflict environments
Experience working on rapid transition programs in insecure environments. Grants experience on an OTI program desirable
Proficient in grants management and budgeting, specifically in ensuring that procurement, disbursements, logistics, and program activities are implemented on time and according to approved specifications
Demonstrated experience ensuring compliance with USAID grants management rules and regulations
Field experience in community-participation projects, especially working with host-country counterparts
Proven ability to interface between host country governments and beneficiary communities
Demonstrated leadership, versatility, and integrity
Fluency in French and English required
