Chemonics is seeking a Short-Term prefabricated warehouse activity manager on the GHSC-TA Francophone Task Order to provide experienced project management support and activity leadership in implementing the project’s prefabricated warehouse activity in Kinshasa, DRC. The project envisions approximately 20-30 hours/week of billable LOE based in Kinshasa through the end of the activity (October 2021). The purpose of this assignment is to provide short term leadership and management to the field office for the installation of a prefabricated warehouse in Kinshasa, DRC. The 1200 m2 warehouse is being constructed in partnership with the Global Fund implementation partner, CORDAID. Construction activities will be conducted by a single contractor, SCMD, under parallel contracts with Chemonics and CORDAID. The ST pre-fab activity manager will leverage project management and experience to provide the below listed responsibilities during the remaining construction/implementation period. Candidates must comply with the contract’s Ceiling Daily Rate requirements. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:Maintain, and improve where needed, coordination and communication mechanisms between the Chemonics and CORDAID teams. This will include on-site progress meetings, reporting, payment, subcontract modification, subcontractor reporting, environmental monitoring and acceptance/close out
Develop and implement briefing & reporting mechanisms between all stakeholders, i.e., Chemonics, CORDAID, and the Steering Committee to ensure that the Steering Committee is informed at critical stages of the project
Provide updates to the Steering Committee, including technical updates related to construction and procurement timelines, progress, challenges, and solutionsSupervise Chemonics’ LT Local Professional Field Engineer. Recommend revisions to the Field Engineer scope of work as neededLiaise with the in-country Operations and Finance Director, who may be located remotely for part of the implementation period 
Ensure technical and administrative compliance with USAID, Chemonics, and GoDRC laws and regulations governing the construction of a prefabricated warehouseServe as overall activity coordinator, convening and leading weekly meetings with all stakeholders, and providing weekly updates to the project field office and home officeServe as SCMD’s main point of contact in KinshasaCoordinate with the Chemonics teams to provide timely, complete, and high-quality feedback on all contract deliverables; coordinate with Cordaid as required on the review/approval of key technical deliverables, ensuring coordination and agreement between the two respective engineers
Qualifications:Minimum of seven years complex project management experience in sub-Saharan Africa
Minimum of seven years working on international donor funded projectsPrior experience managing warehousing or infrastructure activities preferredKnowledge of DRC context or prior work in DRC is preferredAbility to be based in Kinshasa for the duration of the activity.Demonstrated leadership, versatility, and integrity Fluency in English and French required
