Chemonics seeks an experienced consultant for the Global Fund Country Coordinating Mechanisms (CCMs) Evolution Technical Assistance program. The Global Fund’s Evolution Initiative is a catalytic opportunity aimed at improving core responsibilities of inclusive oversight, meaningful engagement, aligned positioning with   national   structures   and   sustainable   governance operations.
The consultant will provide remote coaching to CCM Mozambique’s oversight officer and oversight committee. Oversight, one of the core areas of responsibility for the Country Coordinating Mechanism, focuses on key financial, programmatic and management aspects of the grant portfolio and their contribution to the national health response.  The CCM Evolution Strategic initiative is committed to supporting this core function by providing tailored oversight support to CCM Secretariats, Oversight Committees and the CCM.
The consultant will provide remote coaching and mentoring to the Mozambique CCM and ensure that the oversight officer and the oversight committee are able to perform their roles as it relates to oversight of Global Fund Grants.
The primary objectives of this consultation are:Ensure that all CCM stakeholders (CCM Secretariat, Oversight Committee and CCM members) understand their roles and responsibilities with respect to oversight of Global Fund grants (including, when feasible, investments related to COVID-19) in their country.
Support the CCM Secretariat (specifically the Oversight Officer, where available) and oversight committee members in identifying areas that require enhancement and ensure that oversight structures, procedures and practices are strengthened as needed.Expand or strengthen (depending on the context) the oversight capacity in areas including data analysis and use; risk mitigation and management; co-financing commitment tracking; transition-related oversightResponsibilities include:
PreparationsReview the general and oversight-specific findings of the threshold and induction assignment.
Review the available oversight documentation (e.g., oversight plan/workplan, oversight committee composition, recent meeting minutes of the oversight committee), tools and other materials made available by the CCM Hub and the CCM.Prepare a draft workplan that includes activities, timeline and deliverables for the assignment focusing on areas that need to be prioritized or where coaching/support is most needed.Participate in a preparatory call (organized by the technical provider) with the CCM Hub, Country Team (when possible).
Direct engagement with the CCMConduct an initial call with the CCM Secretariat and Oversight Committee Chair to discuss the purpose of the assignment, areas to prioritize in the provision of support and timing of the intervention. The draft workplan developed during the preparatory stage, which builds on threshold results, should serve as the basis of this discussion. The provision of support could be implemented between one-on-one conference calls, or a webinar/virtual workshop as needed.
The oversight   coach   will   provide   mentoring   and   coaching   for   two audiences:  first the CCM Secretariat/Oversight Officer (where available), and secondly, members of the oversight committee. The coach may involve other stakeholders as needed.
Coaching and Mentoring for the CCM Secretariat / Oversight OfficerWhere an Oversight Officer is on staff or where the Executive Secretary   performs   oversight   support   functions the coach will consider all or a subset of the following indicative elements as part of their coaching/mentoring efforts:
Depending on the staff’s background and experience, ensuring that relevant concepts linked to the basics of oversight and the key aspects of data collection, analysis and reporting in the Global Fund grant environment are understood.Ensuring that relevant oversight elements/processes (e.g., oversight plan/workplan, CCM-Principal Recipient (PR) communication protocols, site visit procedures, etc.) are in place and that the Oversight officer has the capacity to use/implement them.Ensuring that Oversight concepts and expectations of the CCM Evolution Strategic Initiative are clearly communicated and understood.Ensuring the Oversight officer is well prepared to provide reliable logistical and data analysis/synthesis support to the Oversight Committee.Ensuring the Oversight officer can develop and/or use available tools to generate key information to support the oversight function.Expanding or strengthening (depending on context) the oversight capacity in areas including data analysis and use; risk mitigation and management; co-financing commitment tracking; transition-related oversight.Any other key area(s) highlighted in the findings of the threshold assignment or in the workplan discussed with the CCM.
Coaching and mentoring for the CCM Oversight CommitteeThe support provided to the oversight committee will be calibrated, reflecting the findings of the threshold assignment, existing capacities, and the level of effectiveness of the body. Coaching topics could include, but are not limited to:

Role of the Oversight Committee throughout the Global Fund grant cycle and the oversight process.Oversight Committee governance.Expectations of the CCM Evolution Strategic Initiative on oversight concepts and principles.Processes linked to planning, coordinating, and carrying out oversight of Global Fund grants on behalf of the CCM.Key aspects of data analysis in the context of Global Fund grants and the national response to diseases (developing new or using available tools).Alternative sources of information.Implementation of effective Oversight Committee meetings.Establishing or enhancing the existing collaborative relationship with PRs and other stakeholders.The Global Fund risk management framework and the role of the CCM in risk management.Coordination with the CCM Secretariat to plan meetings, site visits, and disseminate data or reports to the CCM.Development of evidence-based recommendations.Presenting strategic information at CCM meetings.Co-financing commitment tracking (where feasible).In transition preparedness settings:Oversight of the implementation of a transition plan.Oversight of agreed actions to strengthen sustainability of the national response and/or health systems.Key sustainability, transition, and co-financing priorities for targeted efforts.In countries with transition grants (i.e., that are transitioning from Global Fund financing):Ensure adequate oversight of implementation of activities detailed in the transition grant and transition planParticipation in in-country review and dialogue or other health sector review platforms established in-country, using the CCM’s convening power to ensure alignment with CCM activities.Increasing its oversight focus on national program performance.Any other key area(s) highlighted in the findings of the threshold assignment or in the workplan discussed with the CCM.Follow up calls with the CCM Hub and Technical Provider
Conduct follow-up calls with the CCM Hub and the Technical Provider to discuss progress and implementation issues.Final debrief
Conduct a final debrief with the CCM Hub, the Country Team, and the Technical Provider to discuss the results of the assignment and next steps for the CCM.
Qualifications:Bachelor’s degree required, with social science, public health, population studies orientation highly desirable and advanced degree preferred.
Experience in oversight in the context of Global Fund Grants.Experience in project-level or state/national-level monitoring and evaluation system implementation (desirable).Familiarity with the Global Fund CCM Policy and Oversight Function.Demonstrated knowledge/understanding/experience of CCM Governance related issue.In transition settings: familiarity with GF transition-related processes and the Global Fund’s Sustainability, transition, and co-financing guidance (desirable).Familiarity with epidemiologic indicators for HIV, TB and Malaria and financial indicators.Experience working in a multi-stakeholder governance environment.Written and spoken fluency in Portuguese and English is required.
SkillsProficiency in data collection, triangulation, and information analysis from different sources.
Policy decision-support, strategic analysis, and reporting.Proficiency in the synthesis of financial, programmatic and management information.Proficiency in the use of Microsoft Office, particularly Microsoft Excel and Microsoft Project.Ability to work effectively with staff and organizational stakeholders.Strong inter-personal skills and proven ability to communicate and interact with high-level officials from the government, NGOs, UN Agencies, and the private sector.Strong writing, presentation, facilitation, and communication skills.Ability to handle multiple tasks simultaneously, set priorities and work independently as well as being a part of a team.

The expected LOE this assignment is 15 days, with an anticipated start date in March. The the duration for implementation will be determined in coordination with the Global Fund and Chemonics.
