Chemonics seeks a chief of party for the live USAID Liberia Strategic Technical Assistance for Improved Health System Performance and Health Outcomes Activity. The purpose of this project is to support the strengthening of the Ministry of Health’s systems to improve patient outcomes at primary health care facilities by providing sustainable capacity building and incentivizing better health systems performance through performance-based financing. Select technical assistance will be provided at the central level to ensure alignment and implementation of national priorities and processes. Additionally, an important component of this activity will be to support meaningful reforms in health financing, including delivery of selected priorities in alignment with the Ministry of Health’s Liberia Health Equity Fund to ensure quality and equitable access to health services without undue financial burden to patients.
The chief of party will be responsible for the overall management and implementation of the project and report directly to the designated USAID Contracting Officer’s Representative. He or she will supervise project implementation and ensure that the project meets stated goals and reporting requirements. Responsibilities include:
Provide overall leadership, management, and technical direction to strengthen health institutions, increase the availability of and improve management of key health systems resources, and strengthen community systems for quality health services in Liberia
Serve as primary liaison to USAID, implementing partners, the government of Liberia, key government and non-government institutions and actors, and project stakeholders and counterparts in the public and private sectors
Supervise senior management team, technical and administrative staff, and subcontracting organizations
Responsible for overall and direct implementation of project activities and liaises with project teams to ensure technical coordination
Collaboratively create and implement a strategic, long-term programmatic vision
Ensure all project assistance is technically sound and appropriate
Oversee project work planning, performance management, and strategic communications
Identify issues and risks related to project implementation in a timely manner and appropriate program adjustments
Qualifications:
A master’s degree or higher in public health, medicine, international development, or a related advanced degree
Progressively responsible professional development experience; a significant portion must include managing international health projects in a developing country, with several years including general management experience
At least ten years of professional experience managing large, complex health projects in developing countries, with at least eight years of experience working on health governance, decentralization, healthcare financing, and/or institutional strengthening programs in Liberia
Demonstrated experience in institutional capacity development/systems strengthening in public health and in working effectively with a broad range of counterparts, including high-level government officials and organizations
Experience managing similar projects in challenging development and high-risk corruption environments
Demonstrated experience strengthening health systems and service delivery in Liberia
A high degree of demonstrated technical expertise combined with excellent communication and management skills are essential for this position
Track record of progressive responsibility, including at least ten years providing senior-level leadership (e.g., chief of party, project director, deputy director) to programs of similar scale, scope and complexity; USAID experience required
Strong ability to collaborate and build partnerships with host country governments, U.S. government agencies, donor agencies, and international organizations
Strong communication skills, including interpersonal, presentation, written, and oral English
Demonstrated leadership, versatility, and integrity
