CFPs: Human Rights & Democracy Thematic Programme in Kosovo

The European Commission (EC) is seeking proposals for the Human Rights & Democracy Thematic Programme.
Objectives
- The global objective of this call for proposals is to empower civil society organisations and to support their efforts to promote, protect, and ensure the full enjoyment of human rights in the context of digital transformation.
- The specific objectives of this call for proposals are:
- Promoting use of technology as a tool to monitor and report human rights violations and improvement of public service provision;
- Promoting innovative approaches in addressing participation in decision-making, accountability and transparency and building connections and share ideas;
- Promoting cooperation between all relevant stakeholders, and in particular the building of partnerships between governments, civil society and technology companies.
Priorities
- The priorities of this call for proposals are:
- Enhance the digital skills, increase capacity, resilience and protection to engage safely in online democratic spaces;
- Contribute to informing policy decisions and improving/monitoring public service provision, ensuring that the technology effectively addresses the needs and rights of the population;
- Enhance public participation and feedback mechanisms, citizen engagement platforms development and promotion that allow citizens to provide feedback on public services and report any issues or rights violations they encounter;
- Foster advocacy for creation/strengthening/implementation of legal and policy frameworks that support the use of digital tools for human rights monitoring and public service improvement;
- Foster cooperation and partnerships to share best practices, technologies, and strategies for using digital tools in human rights monitoring and public service provision.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 370,000.00
- Size of grants
- Any grant requested under this call for proposals must fall between the following minimum and maximum amounts of EU contribution:
- minimum amount: EUR 350,000.00

Duration
- The initial planned duration of an action may not be lower than 30 months nor exceed 36 months.
Eligible Activities
- Types of activity which may be financed under this call:
- Activities supporting capacity development and learning opportunities to enhance the digital skills;
- Campaigns and advocacy to raise public awareness on human rights and digitalisation;
- Develop community youth hubs providing access to digital technology and internet access, in support of youth democratic engagement;
- Address the digital divide by outreach and inclusion of marginalized and disadvantaged groups within urban areas;
- Provide learning opportunities and/or software and equipment to strengthen the long-term digital protection of young people/women and girls and other marginalized groups;
Eligibility Criteria
- Lead applicant
- In order to be eligible for a grant, the lead applicant must:
- be a legal person and
- be non-profit-making and
- be a civil society organisation established in Kosovo, or in a Member State of the European Union, or any country, as all are eligible for participation in contracts financed under Neighbourhood, Development and International Cooperation Instrument
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), i.e. not acting as an intermediary and
- have a minimum of 1 year of experience in the field of application within the last 3 years.
- In order to be eligible for a grant, the lead applicant must:
- Affiliated entities
- The lead applicant and its co-applicant(s) may act with affiliated entity(ies).
- Only entities having a structural link with the applicants (i.e. the lead applicant or a co-applicant), in particular a legal or capital link.
