CFPs: Essential Services for Migrant and Host Community Women Survivors of GBV in South Africa

The UN Women has launched the Call for Proposals for a Responsible Partner (RP) to provide Essential Services for Migrant and Host Community Women Survivors of Gender-Based Violence in South Africa.

Outcomes

• The programme aims to achieve the following three outcomes:
  • The South African government and relevant stakeholders develop and implement gender-responsive migration policies, laws and services.
  • Migrant and host community women have access to decent work.
  • Governments and relevant international human rights bodies ensure the promotion and protection of migrant women’s rights through strengthened global norms and standards

General overview of services required/results

• Under Outcome 1 of the Making Migration Safe for Women programme in South Africa, UN Women plans to engage a national responsible party to provide essential services to 300 migrant and host community women who are survivors of gender-based violence, comprising approximately 80% migrant women and 20% host community women.
• Essential services include health, police, justice and social support aimed at reducing the impact of violence on survivors’ well-being, facilitating recovery and empowerment, and preventing further violence. This includes access to immediate safe and secure accommodation. A multi-sectoral set of essential services would comprise of the following at a minimum:
  • Health services
    • Identification of survivors of gender-based violence
    • First line support
    • Emergency medical care and injury treatment
    • Sexual assault examination and care
    • Mental health assessment and care
  • Justice and Police services
    • Initial survivor contacts and investigation support
    • Safety and protection
    • Information sharing and coordination with justice actors
    • Legal support, including rights awareness representation
  • Social Services
    • Crisis information (helplines or drop-in)
    • Psycho-social support and counselling
    • Safe accommodation
    • Support for documentation (creation, recovery and replacement of identity documents)
    • Community outreach, education and awareness-raising.
    • Support for survivors’ economic independence, recovery and autonomy

Description of required services/results

• UN Women seeks to engage a national responsible party to deliver the following essential social services for 300 migrant and host community women who are survivors of gender-based violence, comprising approximately 80% migrant women and 20% host community women. Required services include:
  • Provision of psycho-social support and counselling to support survivors in dealing with the trauma of violence and abuse
  • Safe accommodation for survivors at risk of violence through dedicated and secure shelter services, including In-house psycho-social support and counselling throughout shelter stay
  • Community outreach and awareness-raising on violence against (migrant) women and girls, including implementation of a Bystander Campaign to challenges harmful norms, prevent violence and highlight the additional vulnerabilities faced by migrant women
  • Support for survivors’ economic independence, recovery and autonomy through entrepreneurial, technical and/or vocational trainings
  • Timely referrals to health, police and justice services, including specialized legal support if required
  • Development of long-term exit strategies to support the dignified (re)integration of survivors into their respective (host) communities

Funding Information

• The budget range for this proposal should be 200,000 USD – 220,000 USD

Duration

• 1 July 2025 (or as soon as possible) – 30 June 2026, with the possibility of renewal up until 31 December 2026.

Competencies

• Technical/functional competencies required
  • Legally registered and authorized to operate in South Africa for at least five years.
  • Knowledge of South Africa’s legal and policy framework on gender-based violence and migration.
  • Proven knowledge and experience in providing comprehensive essential services for survivors of gender-based violence, including migrant women.
  • Experience and expertize in running safe accommodation services for survivors of gender-based violence.
  • Strong understanding of the specific needs, challenges and vulnerabilities of migrant women and girls.
  • Experience in designing and delivering gender-responsive services through a rights-based and survivor-centred approach.
  • Experience managing projects that foster social cohesion and promote diversity regardless of gender, race or nationality.
