Duties and Responsibilities
ORG. SETTING AND REPORTING:
This consultancy is located in the Human Resources Management Section, Division of Administration of the United Nations Economic Commission for Africa. The consultant will report directly to the Chief, Human Resources Officer (CHRO) or any other Officer of the Human Resources Management Section designated by the CHRO.
ECA – Human Resources has recently undertaken several initiatives to improve internal communications with staff members within the organisation as well as with the extended organisation comprising interns, fellows, consultants and individual contractors. The projects are aimed at improving the overall communications within Team ECA regarding various HR programmes and staff-related matters and branding of HR and staff initiatives in the areas of talent management, talent development, HR information, staff engagement, staff recognition, career development, staff rules, regulations and corporate staff initiatives.
There is currently limited capacity and expertise in building and implementing a coherent communications and branding strategy for ECA-Human Resources. In this context, the consultant will enhance the Section’s overall capacity to assist the CHRO in formulating a comprehensive HR communication strategy and in delivering high quality communications and branding through multiple platforms such as ECA’s website, intranet, news bulletins, video releases, Linked IN etc.
PURPOSE OF THE CONSULTANCY
The purpose of this consultancy is to formulate a comprehensive HR communication strategy, develop high quality content and deliver high quality communications and branding through multiple outreach platforms such as ECA’s website, intranet, news bulletins, video releases, Linked IN and other relevant channels. In particular, this extends to promoting the Economic Commission for Africa as a premier think tank through multiple platforms, developing web and other content to showcase the expertise of the Commission to a wide range of stakeholders both internal and external, and supporting the roll-out and outreach communications of human resources and staff engagement initiatives.
Duties and Responsibilities
Under the direct supervision of the Chief Human Resources Officer (or any other Officer of the Human Resources Management Section designated by the CHRO), the Communications Consultant will be responsible for the following duties:
Internal Communications Strategy: Assist the CHRO in developing and implementing the internal communications strategy for ECA focusing on HR initiatives and staff-centric communications around themes such as talent management, career development, talent development, recruitment and selection, staff regulations and rules, staff engagement, staff recognition, performance management, important strategic initiatives of ECA and other key thematic areas through various online and offline channels and platforms.
ECA Intranet Staff Corner: Develop content and vibrant design for various staff related information, work flows, communications, news etc on ECA’s intranet in the staff corner and in other segments as required, focusing on HR initiatives, standard operating procedures, staff engagement initiatives etc.
Multimedia approaches: Develop and deliver excellent graphic design products including video, audio, graphics, e-posters, news relevant to a wide range of projects and communication interventions led by ECA-HR, by bringing effective integration of graphics and design elements, state of the art practices, techniques, technologies and approaches that enhance the visibility and understanding of ECA HR’s initiatives. Work on approaches to best showcase ECA’s talent on the ECA web portal.
HR Communications: In line with the brand guidelines of the organization and in close coordination with the Chief Human Resources Officer, the Strategy & Information Management Unit (SIMU)the Communications team and the Printing and Publication Unit, plan, monitor, and create graphic design products (i.e., prints, broadcasts, announcements, reports, brochures, briefings, video clips, newsletters, web contents, etc.) by ensuring application of the relevant quality control measures to exhibit high international standards.
• ECA Employer Branding: Develop conceptual ideas for a cohesive, coherent and creative branding of the relevant HR and Learning and Organisation Development initiatives incorporating the visual identity elements of the event. Also provide creative design for the different outreach activities and exhibition design that have high visual and communication impact. Work towards revitalizing ECA’s Linked IN etc. social media presence in coordination with relevant stakeholders to position ECA as an employer of choice for the relevant talent groups. Support HR events through preparation of appropriate branding and collaterals.
Qualifications/special skills
Academic Qualifications: Academic Qualifications : An advanced University degree in public information, communications, journalism, marketing or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Skills : Very good knowledge of MS Office; Excellent verbal and written communication skills; Knowledge of website content management portals is required; Knowledge of Photoshop, Adobe Illustrator or similar graphic design software is highly desirable.
Experience: A minimum of five (5) years of progressively responsible experience, preferably with an
international organization, in public information, communications, journalism, marketing or a related field is required. Experience in international communications-related issues and website content management is required. Previous experience working with knowledge management portals is highly desirable. Previous
experience with the United Nations is an advantage
Language: English and French are the working languages of the United Nations Secretariat. For the post
advertised, fluency in English (oral and written) is required. Knowledge of French is desirable.
