Objectives

The general objective of this call for proposals is: to improve the use of health care services by the populations of the Gaya health district

Support the creation of mutual health insurance in the department of Gaya;
Support the operation of the departmental health mutual in Gaya.

Type of Actions

The actions to be implemented will be closely linked to the national strategy for Niger Health Coverage which is being developed. The actions are considered to be a pilot phase of the AMU / CMU component of the CSU strategy.

The types of action eligible for funding under this call for proposals are:

Sensitization of the community and decision-makers around health insurance and mutual health insurance: this will involve developing and implementing a mass communication plan in order to give the beneficiary community basic notions on mutual health insurance and the benefit of health insurance, this plan will include the following minimum activities:
Awareness workshops for leaders: prefecture staff, mayors and municipal councilors, traditional chiefdoms; village chiefs, department heads departmental, imans; health professionals; teachers ; women’s associations, youth associations, local NGOs. During these workshops it is necessary to identify the key people of the different municipalities who can constitute the group of project leaders or groups of initiators;
Realization of meetings of districts, villages in the different municipalities of the department;
Broadcasting of debates and spots on local local radios in national languages;
Training of key people on the concepts of mutuality: the people identified during the various workshops, who are motivated, receive a first training (in one or two groups depending on the size) of initiation to mutuality and health insurance . These training sessions should make it possible to form the initiative group, the members of which must be spread evenly across the department. At the end of the training, an action plan must be developed to progress towards the establishment of the mutual. This plan must include at least the following activities:
Local awareness in order to broaden the knowledge base on mutuality and health insurance;
The search for socio-economic information within the framework of the feasibility study;
Realization of the feasibility study of the mutual departmental (the basket of care to be taken into account is that of the AMU): the study of the costs in progress at the central level will define the basket of care of the AMU, the mutual fund’s feasibility study will use the same basket of care. It will therefore be a question of supplementing the feasibility study with the socioeconomic and health situation of the department as well as the projections of possible adhesions taking into account the local purchasing power;
Support for the search for mutual insurance approval: after the feasibility study, it will be a question of constituting the general assembly constituting the mutual insurance company which will decide on: (i) adoption of the Statutes and internal regulations of the mutual insurance company , (ii) the adoption of the feasibility study, (iii) the fixing of contributions and co-payments as well as the waiting periods, (iv) the election of the CA and the Control Commission. On the strength of these documents, the approval of the mutual health insurance must be sought from the competent authorities.
Support for the operation of the departmental mutual (investment, operation, etc.): upon obtaining its approval, the NGO will provide support to the departmental mutual and its Board of Directors “CA” within the framework of an agreement secondary. It should be remembered that the departmental AMU / Mutual is already provided for in the DTF of the PASS. It will be a question of helping the turnover of the mutual to recruit its personnel (A Director, an accountant, a secretary, 3 animators, a part-time medical consultant 50%), to pay the fixed charges of the mutual for 12 months ( salary and wages, rent, water-electricity); ensure initial investments (office furniture, logistics, etc.); bear operating costs and finance activity budgets;
Train the Board of Directors and managers of the mutual: knowledge of the mutual, administration and management of the mutual, the management tools of the mutual;
Monitoring of the departmental mutual fund: the NGO will ensure quarterly monitoring of the mutual fund (which may be monthly at the start), this monitoring will relate to the implementation of the mutual company’s action plan: carrying out awareness-raising activities, recruitment members, contracting of health facilities.
The following types of action are not admissible:

actions consisting solely or mainly of sponsoring the participation of individuals in workshops, seminars, conferences and congresses;
actions consisting solely or mainly of funding individual study or training grants.
Funding Information

The overall indicative amount made available under this call for proposals is EUR 150,000. The contracting authority reserves the right not to allocate all available funds.

Subsidy amount

Any grant request under this call for proposals must be between the following minimum and maximum amounts:

minimum amount: 130,000 EUR
maximum amount: 160,000 EUR

Actions must be implemented in the Department of Gaya, in the Dosso Region, in Niger.

Eligibility Criteria

To be eligible for grants, the applicant must meet the following conditions:

be a legal person; and
be a private non-profit actor or a foundation; or
Be a legal person under private law whose profit maximization is not the priority objective and
be a specific type of organization such as: non-governmental organization
be established; and
be directly responsible for the preparation and management of the action and not act as an intermediary and;
have at least three years’ experience in supporting the development of health insurance and or mutual health insurance;
knowledge of the social protection sector and the health system in the WAEMU zone is a plus.
Potential applicants may not participate in calls for proposals or benefit from grants if they are in one of the following situations:

who are in state or which are the subject of a procedure of bankruptcy, liquidation, judicial settlement or preventive arrangement, of cessation of activity, or are in any similar situation resulting from a procedure of the same nature existing in national laws and regulations;
who have been the subject of a conviction pronounced by a judgment which has the force of res judicata (that is to say, against which there is no longer any appeal possible) for any offense affecting their professional character;
who have been guilty of grave professional misconduct proven by any means which the contracting authority can justify;
who have not fulfilled their obligations relating to the payment of social security contributions or their obligations relating to the payment of their taxes in accordance with the legal provisions of country where they are established or those of the country of the contracting authority or those of the country where the contract is to be performed;
who have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organization or any other illegal activity;
