Call for Proposals: Implementation on Women’s Economic Empowerment Initiative – Ukraine

As part of its commitment to advocate for women’s economic empowerment (WEE), UN Women is seeking an organization to provide services for the implementation of a pilot initiative on WEE through training and further employment in the sector of municipal transportation.

The primary goal is to contribute to WEE through skills development, advocacy, and changing of social norms/stereotypes through a real-life example of women’s engagement in the traditionally male-dominated transport sector.

  • The budget range for this proposal should be approx. 200,000 USD

    • June 2024 – June 2025 (12 months)

Eligible Activities

  • Through this Call for Proposal, UN Women intends to sign a Partner Agreement with a civil society organization (community-based organization, non-governmental organization, youth-led organization, or other non-state, non-profit, voluntary entity) to act as a Responsible Party for the implementation of a one-year pilot initiative on women’s economic empowerment through training and further employment in the sector of municipal transportation. The program activity implemented by the Responsible Party will contribute to the fulfillment outputs of the project:
    • Output 1: Research on the current gender gaps and existing barriers for women’s access to jobs in the municipal transport sector.
      • Activities:
        • development of a research methodology,
        • conducting of research,
        • presentation of results to the key stakeholders (e.g., Ministry of Communities, Territories and Infrastructure Development, associations of municipal transport enterprises, etc.) and the general public.
    • Output 2: Implementation of a pilot initiative for women’s engagement in the municipal transport sector.
      • Activities:
        • creating a pool of women willing to obtain a driving license of the required category,
        • selection of training participants based on the developed criteria,
        • conducting their professional training in partnership with corresponding organizations (private or municipal),
        • supporting participants in passing exams (theoretical and practical) for obtaining a driving license of the required category, including payment of the state fee,
        • advocacy to municipal enterprises for the employment of participants who successfully passed the exams and obtained the required driving license,
        • conducting an advocacy campaign on the benefits and successful cases of women’s engagement in the municipal transport sector based on the results of the pilot initiative.
    • Output 3: Advocacy work with municipal transport enterprises for them to accept and implement WEPs.
      • Activities:
        • selection of pilot municipal enterprises (at least in 5 municipalities in Ukraine)
        • advocacy to municipal enterprises to ensure equal pay for men and women, as well as working conditions promoting active women’s engagement in the sector, e.g. work-life balance policy, harassment prevention and combatting policy, etc.,
        • advocacy for municipal enterprises to accept and actively implement WEPs in their work.

Services Required/Results

  • As part of its commitment to advocate for women’s economic empowerment UN Women is seeking an organization to provide services for the implementation of a pilot initiative on women’s economic empowerment through training and further employment in the sector of municipal transportation. The primary goal of this initiative is to contribute to women’s economic empowerment through skills development, advocacy and changing of social norms/stereotypes through a real-life example of women’s engagement in the traditionally male-dominated transport sector. The target audience for these services includes:
    • women, especially from vulnerable groups (IDPs, veterans, young women, Roma women, and others), who will obtain a driving license of the required category and will be employed as the drivers of the municipal transport and
    • municipal transport enterprises, both state and private that will accept and implement Women’s Empowerment Principles (WEPs) in their work.

Eligibility Criteria

  • Minimum 2 years of experience relevant to the ToR (providing professional training, mentoring, and career coaching services; conducting research and communication campaigns; recording activities on gender equality and women’s rights issues; organizing multi-stakeholder consultations/meetings).
  • Previous experience of work at the national, regional, and local levels and coordination of cooperation between different stakeholders, particularly the media.
  • Previous experience in reskilling and women’s economic empowerment initiatives, especially in the municipal transport sector.
  • Other competencies, which while not required, can be an asset for the performance of services
    • Prior experience of working with UN/UN Women.
