Call for Proposals for Micro-Grid Enterprises in Mozambique

The Beyond the Grid Fund for Africa (BGFA) is opening the pre-qualification stage for its second Call for Proposals (BGFA2) with the aim to accelerate the provision of off-grid energy services in Mozambique. BGFA2 invites interested energy service providers (ESPs) to compete for results-based financing under a funding window geared specifically towards developers of micro-grid solutions in Mozambique.

The energy services are to be implemented during a four-year period with total funding of EUR 6.7 million provided by the Swedish government.
In order to respond to the financial challenges resulting from the current COVID-19 crisis in particular, up to 30% of the requested funding can exceptionally be disbursed in advance (at contract signing) to a maximum of EUR 500,000.
Eligible Project Countries

Projects for BGFA2 can only be implemented in Mozambique.
Eligible Applicants

For-profit companies
Applicants (i.e. single ESP companies applying for BGFA2 funding) or Lead Applicants (i.e. ESP companies applying for funding on behalf of a Project Consortium) should be for-profit companies.
Applicants/Lead Applicants should be legally incorporated and included in the register of for-profit companies in the Project Country or commit to being incorporated and registered as such before signing a possible contract.
Applicants/Lead Applicants should be in compliance with all tax, regulatory and legal frameworks in both their home country and the Project Country (if different).
Applicants/Lead Applicants are allowed to include non-profit entities, community based organizations or other non-commercial entities to take part in the project implementation as a Significant Sub-Contractor, a Project Partner or a Consortium Member.
Applicants/Lead Applicants are kindly reminded that no governmental entity, public agency or donor can function as a Consortium Member, Project Partner or Significant Sub-Contractor.
Persons
Individual persons or groups of persons (who are not legally incorporated and registered as a company) are not eligible for BGFA2 funding.

To be eligible for BGFA2 funding, a Project Consortium must be represented by a Lead Applicant. The Lead Applicant is required to assume full responsibility for the application and project implementation. The Lead Applicant should also act as NEFCO’s only direct counterparty (in a possible contract and as regards reporting, etc.). To qualify, the Lead Applicant should be able to demonstrate that it and the Project Consortium possess sufficient management capacity.

Project Partner

Applicants/Lead Applicants may have more than one Project Partner. Project Partners may be non-commercial in nature (including, but not limited to, associations, NGOs and non-profit organizations).
Applicants/Lead Applicants should be able to demonstrate that Project Partners have a material and meaningful interest in the implementation of the proposed project. Project Partners may be product suppliers; financial service partners; engineering, procurement and/or construction service providers; or similar.
