The Government of Uganda with support from the United Nations Development Programme (UNDP) is implementing the Nationally Determined Contribution (NDC) Support Programme with an aim to improve livelihoods through climate actions that build national resilience and contribute to mitigation of climate change.

The project aims to support the government of Uganda to achieve transformational change by scaling up public and private investments in climate change actions to deliver long-term sustainable development and promoting low carbon climate resilient development.

Nationally Determined Contributions (NDCs) are central commitments by parties to the Paris Agreement adopted in 2015. Uganda committed to reduce its greenhouse gas emissions by 22% through the implementation of mitigation and adaptation actions to reduce vulnerability in priority sectors which include; energy, agriculture and livestock, forestry, infrastructure, water and health.

The NDC Support Programme is implemented by Government of Uganda through the Ministry of Water and Environment/Climate Change Department (MWE/CCD), with funding by the European Union and the governments of Germany and Spain as a contribution to the NDC Partnership, and technical support from the United Nations Development Programme (UNDP). The Responsible Parties of the project include National Planning Authority (NPA), Ministry of Finance Planning and Economic Development (MOFPED) and the Private Sector Foundation Uganda (PSFU).

The UNDP in conjunction with Climate Change Department/Ministry of Water and Environment (MWE) under the NDC support Programme has established climate action grants to support mitigation and adaptation actions. In the first call, six organizations were the winners of the climate action grants and were awarded last year. UNDP in collaboration with the Climate Change Department MWE invites the second call of applications/proposals from registered grassroots community-based groups, NGOs, CSOs that are female, and youth led for grants implementing ongoing and innovative initiatives on climate action that contribute to the implementation of Uganda’s NDC.

Objectives

Create the right financial incentives for projects to invest in climate change mitigation technologies and contl-ibute to climate action/NDC implementation
Boost growth and competitiveness by empowering women and youth to adopt low carbon technologies/innovations
Foster participation of women and youth in the implementation of mitigation action Support innovative low-carbon technologies in reaching the market for example increasing access to renewable energy services at grassroot levels.

The grant shall between US$ 8,000 to US$ 10,000 (UGX 29,000,000/= to 37,000,000/=.) per project and the project should be implemented for a period not more than 12 months (one year) from the receipt of the grants.

Proposed interventions must be in line with Uganda’s NDC priority sectors:

Priority will be given to proposals that respond to the following aspects:

Projects that invest in climate change mitigation and adaptation technologies by contributing to NDC implementation and those that demonstrate solutions to address climate change impacts
Organizations that are implementing ongoing climate projects that are facing financial challenges to expand or can demonstrate that a grant will leverage more substantial funding to implement activities
Foster participation of women and youth in the implementation of climate actions
Organizations, Civil Society Organizations, women or youth led initiatives that reach vulnerable groups of people and engage stakeholders that would not normally be involved in the more centralized project activities
Eligibility Criteria

Organizations are required to submit, a comprehensive description of the innovative financing proposal. Preferable, the proposal should be linked to a concrete mitigation and adaptation, project in any of the priority sectors including; renewable energy, energy efficiency, waste management, climate smart agriculture and Forestry, water conservation, wetland conservation.

Additionally, the participants should provide a summary of the following:

What is new and innovative in the described concept?
Impact at local level and benefits for women, PWD and youth e.g. job creation
Results of the underlying activities in terms of reduction of emissions, sustainable development benefits and financial sustainability
How transformative change will be achieved in terms of socio-economic development
Results of underlying activity described in terms of GHG emission reductions, sustainable development benefits and financial sustainability.
Should indicate Co-financing and contribution from other sources and this should be at least 10% of the total required for the project. Any other form of kind contribution should be included
Financial management and accountability structures/ systems in place
