Call for Proposals: Fonds Equipe France- Youth and Oceans (Philippines)

Ahead of the United Nations Conference on the Oceans in Nice, France, in June 2025, the Embassy of France to the Philippines and Micronesia is launching the programme “Fonds Equipe France-Organisations de la Société Civile” (FEF-OSC) entitled “Youth and Oceans” for 2024-2025.

Areas
  • This fund is dedicated to support various activities engaging Filipino youth in ocean conservation by raising awareness, and empower civil society organizations in areas related to the protection of oceans such as:
    • Biodiversity, marine conservation, protection of ecosystems;
    • Blue economy;
    • Climate resilience;
    • Plastic pollution, waste reduction;
    • Sustainable tourism;
    • Sustainable fisheries.
Components
  • In line with the project designed by the Embassy of France to the Philippines and Micronesia and approved by the Ministry of Europe and Foreign Affairs, a call for proposals is launched on June 5, 2024, and contains two components:
    • Component 1: Grants of maximum 80,000 euros for each project conducted in 2024 and 2025 by any type of civil society organization.
    • Component 2: Grants of maximum 10,000 euros for each project conducted in 2024 and 2025 by student associations.
Projects
  • Projects are dedicated solely to advocacy, lobbying or communication are not eligible.
  • Only new projects are eligible, including projects newly implemented in the Philippines.
  • Projects must be implemented over a two-year period (2024-2025).
  • The project proposal must state different type of indicators:
    • Indicators related to the communication strategy (e.g. number of ports, events);
    • Gender-related indicators (e.g. in the design of the project, in its impact, in the organization’s governance and the rest of its activities);
    • Other indicators to be determined by the organization itself, and which may be redefined at the implementation stage in consultation with the Embassy;
  • The selected organizations will be asked to provide an intermediate report by the end of 2024, and a complete report of the operation within 3 months after the end of the project.
Eligibility Criteria
  • Organization
    • CSOs (e.g. NGOs, foundations, think tanks, cooperatives) are eligible for Component 1;
    • Student associations are eligible for Component 2.
  • Proof of registration with SEC or/and DSWD is mandatory.
  • In case of difficulty in providing proof of registration, student associations are encouraged to partner with NGOs and local organizations.
