Call for Proposals: AFD providing financial support to Feminist CSOs working for Gender Equality

The Agence Française de Développement (AFD) is offering grants to strengthen feminist CSOs working for gender equality in and through education to demonstrate and support sustainable community-based approaches to developing actions that promote gender equality in and through education.

The call for proposals is aimed at all developing countries in which AFD has a mandate to operate, whether in Africa, the Near and Middle East, Asia or Latin America, with however a concentration of funding on CSOs on the African continent.

Aims
The call for proposals aims to finance development projects carried out by a French or international structure structured as a consortium (subsequently referred to as “the Consortium”) with:

Expertise in education, gender equality and youth;
Experience in feminist activism facilitating transformational mechanisms, in rights-based approaches, in youth mobilization, particularly in the field of education;
Experience in community and CSO capacity building;
Capacity for networking and identification of good practices;
Capacity to deploy communication channels with local and community CSOs in various contexts;
Experience in action research/capitalization (intellectual production, South-South knowledge sharing);
Detailed knowledge of the ecosystems of the proposed countries of intervention;
Proven administrative and financial management skills in multiple and varied geographical areas;
Operational capacities/management of multi-stakeholder projects, including in remote areas of intervention;
Objectives
Strengthen CSO actions to address intersectional and cross-sectoral
Barriers to girls’ and adolescent girls’ skills development, particularly by explicitly targeting gender norms;
Increase the mobilization and participation of young people and
Girls in transformational actions for gender equality in and through
Education;
Broaden deminist CSO’s scope of action and expertise on these issues
Funding Information
The purpose of this Call is to finance, to the tune of 10 million euros on a grant, an operational project.

The challenges of this call for proposals:
Barriers to girls’ schooling are known, multiple, intersectional, and not exclusively the responsibility of educational actors
Social gender norms play a fundamental role in the constitution of these barriers
Important issues for adolescent girls in particular (transition from primary to secondary school, retention in secondary school)
Eligible Countries
Countries considered as priorities:

Africa: Benin, Burkina-Faso, Burundi, Cameroon, Comoros, Ivory Coast, Djibouti, Ethiopia, Guinea, Liberia, Madagascar, Mauritania, Mali, Mozambique, Niger, Nigeria, Democratic Republic of Congo, Central African Republic, Senegal, Chad, Togo, Tunisia, Morocco, Egypt
Latin America and the Caribbean: Peru, Colombia, Bolivia, Ecuador, Haiti,Dominican Republic
Middle East: Lebanon, Jordan, Palestinian Territories.
Projects are expected to target between 4 and 8 countries maximum in order to guarantee a demonstrative effect. The choice of these countries will have to be justified (similarities / disparities; experience of the consortium; possible links between actors.
Eligible Criteria

This call is open to French and international civil society organizations (CSOs).
The lead organization of the consortium will have to demonstrate a presence in at least one country of the South within the targeted geographical perimeter, the whole consortium having to ensure the geographical coverage of the project.
