The Expertise France has announced a call for projects for the protection and rehabilitation of people victims of trafficking, to actions to prevent trafficking human beings, led by organizations of civil society in Guinea.

Objectives

The general objective of this call for proposals is to support civil society organizations in the Guinea in the development of structuring and innovative projects in favor of the protection and rehabilitation of persons (adults and children) victims of trafficking, and in a subsidiary manner, of prevention of trafficking in human beings.

It is also about building the capacities of Guinean civil society so that it can actively participate dialogue with the public authorities on the issue of trafficking in human beings.

The specific objective (s) of this call for proposals are:

Improve the protection of victims of trafficking through the strengthening of structures offering assistance services, psychosocial support and / or reintegration activities for the full rehabilitation of these people
Sustainably strengthen the prevention of human trafficking through innovative actions with concrete and lasting effects
The projects presented should seek to achieve at least one of the two specific objectives or both.
Funding Information

The overall indicative amount made available under this call for proposals is EUR 450,000.

Grant amount

Any grant request under this call for proposals must be between the following minimum and maximum amounts:

Eligibility Criteria

Lead applicant(s)

To be eligible for a grant, the lead applicant must meet the conditions following:

Be a legal person; and
Be non-profit; and belong to one of the following categories: organization not government, social enterprise such as cooperatives, associations and foundations, organization international (intergovernmental;
If international organizations are eligible, consider publishing the annex of the PRAG containing the provisions to be included in the special conditions in the event that the coordinator is an international organization whose pillars have not been positively assessed or in case the grant would be awarded, among others, to an international organization (whether its pillars have been assessed positively or not)
be established in a Member State of the European Union or in Guinea and legally registered for at least two years at the time of filing the application; and
Be directly responsible for the preparation and management of the action with the co-applicant (s) and the affiliated entity (ies) and not act as an intermediary and
Demonstrate their ability to manage activities relating to the themes concerned and corresponding the scale of the project requiring a grant by providing:
a copy of the organization’s registration document and a note describing its activities
a copy of the last annual report of the organization or a presentation of the activities implemented by the organization in the last two years
the most recent financial statements of the organization: certified closed accounts 2017, 2018 and 2019 and provisional budget 2020
Any previous experience and proven expertise in the field of protection of trafficked persons must be presented in the application form
Foreign CSOs, ie established outside Guinea, are allowed to participate in the call for proposals within the framework of partnerships with one or more Guinean CSOs. Applicants foreigners will have to demonstrate that their experience brings added value to the project, that their action (i) responds to a demand and identified needs at the local level and (ii) includes active support to local partners (capacity building, skills transfer). The applicant must ensure that the local structure with which it is in partnership respects the same rules of eligibility of the present call.
Co-applicant(s)

The applicant can set up in the form of a consortium of which he will be the coordinator; in this case the co-applicants participate in the definition and implementation of the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
Co-applicants must meet the eligibility criteria that apply to the lead applicant himself.
Co-applicants must sign the mandate form.
Affiliated entity (ies)

The lead applicant and his co-applicants may act with one or more affiliated entities.
Only the following entities can be considered as affiliated with the lead applicant and / or to the co-applicant (s):
Only entities structurally linked to the applicants (the lead applicant or a co-applicant), in particular on the capitalistic or legal level.
This structural link mainly covers two concepts:
Control, within the meaning of Directive 2013/34 / EU on annual financial statements, on financial statements consolidated reports and the related reports of certain types of companies:
Entities affiliated with an applicant can therefore be:
Entities controlled directly or indirectly by the applicant (subsidiary or subsidiary of first rank) or controlled by an entity itself controlled by the applicant (sub-subsidiaries or second-level subsidiaries). This is valid for the other levels of control;
Entities directly or indirectly controlling the applicant (parent company). Of the same so they can be entities controlling a company controlling the applicant;
Entities at the same level of direct or indirect control as the applicant (sister companies).
Membership, i.e. the applicant is legally defined as for example a network, afederation, an association in which the affiliated entity participates, or the applicant participates in the sameorganization (for example a network, federation or association) than the proposed affiliate.
