Call for Expression of Interests for Livelihood Services for Refugees in India

The United Nations High Commissioner for Refugees (UNHCR) is calling for Expression of Interests for Livelihood Services for Refugees in India to solicit interest from existing or prospective partners that wish to participate in the implementation of UNHCR’s self-reliance programme in India and to contribute complementary resources – human resources, knowledge, funds, in-kind contributions, supplies and/or equipment – to achieving common objectives as agreed in a Project Partnership Agreement.

The objective of the livelihood and self-reliance project is to strengthen the livelihoods opportunities for the refugee population that continue to be impacted by the Covid-19 outbreak. The focus will be primarily on seeking livelihood opportunities for those who lost their jobs due to the COVID-19, and others such as new arrivals requesting support. This will involve on-the-Job training linked with employment, skill development/vocational training linked job possibilities according to the market demand, Entrepreneurship Development Program (EDP), micro grants to support individual entrepreneurs as well as the set -up of new production/craft business groups.

Components

Component 1: Establish a strong community outreach approach that builds on a good rapport with the refugee community. Design a strong in-take procedure, coaching and targeting strategy that ensures that the refugees are provided with quick and timely interventions essential for their survival.
Component 2: The Skill development and vocational training provided to the refugees should be based on market trends and demands so a market analysis will be needed. Other interventions will consist of EDP training, life skills and financial literacy training.
Component 3: Build networks with employers in the informal sector to allow the enhancement of job placement. Provide placement to refugees according to their skills or adapt their skills according to the market demands and trends. Provide the necessary life skills/ grooming training as wells a CV development to ensure success of refugee in their possible job interviews.
Component 4: Provide individual entrepreneurs interested in starting or expanding their own small businesses with the required entrepreneurship training (EDP) assistance to develop a project proposal and ultimately assistance with a micro grant.
Component 5: Advocate and facilitate for the financial and economic inclusion of refugees. To provide refugees access to financial services and train financial illiterate refugees on savings and financial products. The services outlined in the five components should be sequential and/or inter-linked.
Funding Information

The scope of project implementation is subject to availability of funds. As an indicative guide, submissions should not exceed INR 13,000,000/- (USD 175,000 approx.).
Criteria

Special attention will be paid to organizations with a proven track record of:

working in similar projects in Delhi, Faridabad, Mewat, Jaipur, Aligarh and Mathura and a willingness to work with all Person of Concerns (PoCs), and all locations.
working with vulnerable communities
contributing with their own resources
mobilizing additional resources through CSR/other donors, and providing linkages with other NGOs
a community based/empowering approach; working with host communities where the refugees and asylum seekers can be integrated
flexible approach and ability to work closely with UNHCR and its partners
strong co-ordination mechanisms.
