Call for Applications of Project Proposals in Turkmenistan

The International Organization for Migration (IOM), in cooperation with the Norwegian Ministry of Foreign Affairs within the framework of the “Protection of Vulnerable Migrants with Special Emphasis on Empowering Women in the Context of Migration in Central Asia”, announces the call for applications of project proposals contest of public organizations and associations of Turkmenistan.

The project should aim to change negative beliefs, values, attitudes, behaviours, norms and practices at the community level towards women affected by migration.

The beliefs, values, attitudes, and behavior of a community are the beliefs, values, attitudes, and behaviors of the people who make up the community. Beliefs are people’s beliefs about what is true and what is false (for example, the belief that hard work will lead to success). Values are what people consider good and important (for example, the idea that family is the most important thing in life). Beliefs and values shape people’s attitudes about how people evaluate something as positive or negative.

Strategy Development
The next step uses the information collected in the analysis and problem definition phase to start developing a project implementation strategy. It includes:
Definition of clear goals and measures to assess how the project achieves these goals.
Identify key messages for the project, including determining if a segmented message is needed for each target group.
Outcomes
The regional project of the International Organization for Migration aims to promote the protection of migrants and build the resilience of vulnerable migrants, especially women, in Central Asia in the context of the ongoing COVID-19 pandemic. The project will achieve this overall goal by achieving the following three outcomes at the individual and household/family, community and structural levels:
Empowerment of women in the context of migration to participate in the labor market in countries of origin and destination (individual, household/family level)
Targeted communities in Central Asia adopt gender-equitable attitudes and behavior towards women in the context of migration (community level)
Strengthened national responses to the vulnerability of migrants through consolidated coordination platforms and cooperation among all relevant actors, including in the context of the ongoing COVID-19 pandemic (at the structural level).
Expected Results
The implementation of communication programs for social and behavioral change should be carried out in the following steps.

At this stage, the following steps should be taken:
Identifying the negative beliefs, attitudes, behaviors or practices that the project will aim to change;
Definition of the target group or groups, including primary audiences (people whose behavior the project is intended to change), any secondary audiences (people who influence the behavior of the target group, such as family, friends, and work colleagues), and any tertiary audiences (people who influence the behavior of the target group). on the formation of public opinion, whose behavior and messages can reflect and support social norms, for example, religious leaders, community leaders, government officials and media representatives);
Analysis of existing beliefs, values and attitudes that determine the behavior and practices of target groups;
Analysis of communication tools and channels that can be used to reach target groups;
Review of existing literature, facts and data to explore the experience of previous relevant communication projects for social and behavioral change.
Criteria
Organizations submitting a project application must demonstrate their ability to implement all of the listed activities in a comprehensive manner. Partial applications for individual events will not be considered.
IOM reserves the right to cancel/reduce planned events or introduce new events or expand existing events. The selected implementing partner must be ready to develop a detailed budget based on the submitted proposal within two weeks of receiving notification from IOM.
All applicants will receive written notification of the selection results within two weeks of the concept note submission deadline. Should the applicant request further clarification, IOM will provide a response explaining the transparency and fairness of the selection process carried out.
IOM reserves the right not to disclose the specifics of a decision taken by an IOM mission for confidentiality reasons.
IOM reserves the right to accept or reject any expression of interest and to cancel the selection process and reject all expressions of interest at any time, without thereby incurring any liability to the relevant implementing partners.
