The U.S. Department of State, Bureau of Population Refugees and Migration (PRM) has announced a Notice of Funding Opportunity for Rwanda and Uganda. Proposed activities should primarily support refugee and asylum seeker populations in Rwanda and Uganda.

Because of PRM’s mandate to provide protection, assistance, and sustainable solutions for refugees and victims of conflict, PRM will consider funding only those programs that include a target beneficiary base of at least 50 percent refugees/asylum seekers.

Program Areas

Proposals must align with one or more of the following program areas:

Rwanda Country-Specific Guidelines
General Guidance: Proposed activities should explain how they align with the CRRF and the current Rwanda Refugee Response Plan (Rwanda RRP). The program expects applicants to coordinate with UNHCR in planning, implementation, and reporting within the overall Rwanda RRP framework and respective sectors. PRM seeks to support programming oriented towards refugees likely to remain in Rwanda for the foreseeable future, not repatriation activities. Applicants should submit a letter of support from UNHCR for their proposal. Proposals must focus on one or more of the following sectors:
Protection (including child protection, GBV prevention and response, and support for vulnerable groups)
Health
Mental health and psychosocial support/MHPSS (to be incorporated into a protection or health proposal)
Livelihoods – note proposals must include a relevant market assessment. PRM will consider both standalone livelihood proposals as well as Poverty Alleviation Coalition (PAC) proposals.
Funding limits: Program proposals must be more than the funding floor and less than the funding ceiling per year or they will be disqualified.
Funding floor per award (lowest $$ value): $1,000,000
Funding ceiling per award (highest $$ value): $3,000,000
Uganda Country-Specific Guideline:
General Guidance: Proposed activities must explain how they align with the CRRF and current Uganda Refugee Response Plan (Uganda RRP). PRM expect applicants to coordinate with UNHCR in planning, implementation and reporting within the overall Uganda RRP framework and respective sectors. Applicants should submit a letter of support from UNHCR for their proposal. PRM recommend that organizations wishing to work with both Congolese and South Sudanese refugees in Uganda submit a single proposal that covers activities benefiting both populations. PRM will favor proposals seeking to assist refugees and asylum seekers outside Kampala. Proposals must focus on one or more of the following sectors:
Protection (including child protection, GBV prevention and response, and support for vulnerable groups)
Health
Mental health and psychosocial support/MHPSS (to be incorporated into a protection or health proposal)
Funding limits: Program proposals must be more than the funding floor and less than the funding ceiling per year or they will be disqualified.

Eligibility Criteria

Nonprofits having a 501(c)(3) status with IRS, other than institutions of higher education (U.S.-based NGOs must be able to demonstrate proof of non-profit tax status);
Nonprofits without 501(c)(3) status with IRS, other than institutions of higher education (overseas-based NGOs must be able to demonstrate proof of registration in country of domicile);
International Organizations. International multilateral organizations, such as United Nations agencies, should not submit proposals through Grants.gov in response to this Notice of Funding Opportunity.
Multilateral organizations that are seeking funding for programs relevant to this announcement should contact the PRM Program Officer on or before the closing date of the funding announcement.
