The British Embassy in Hanoi has announced a call for proposals under its theme “Media Environment”.

This UK Vietnam Fund is a flexible and effective tool enabling the British Embassy in Hanoi to support projects linked to the UK government’s priorities in Vietnam. This call is under the UK Vietnam Fund for the financial years 2018/19 and 2019/20.

The UK Government believes that a vibrant and dynamic media environment should be an important part of all societies. It has a key role to play in promoting greater transparency and holding government officials to account. At the same time journalists have a responsibility to adhere to high ethical standards in their work. The British Embassy would like to work with partners in government, civil society or the media to improve the media environment in Vietnam.

£30,000 has been allocated for each year.

Expected Outcomes

Improved capacity and environment for journalists to carry out their role in promoting greater state transparency and accountability.

Criteria

Bids will be assessed against the following criteria:

• ODA eligibility: the main objective of the project must promote welfare, education, good governance and economic development in Vietnam.
• Strategic fit
• Project design including clear outputs, outcomes and transformational change to be delivered
• Evidence of government support and engagement
• Risk management
• Stakeholder management
• Value for money
• Sustainability
• Implementers’ management and administrative costs should be no more than 10% of the overall budget
• Project activities should be ready to start from August 2018, or as soon thereafter as the grant agreement has been signed. The activities of the first year and second year should end by January 2018 and January 2019 respectively.
• At least 90% (£27,000) of project budget of each year must be spent by end of December.
