Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to lead their social behavior change (SBC) programming around the world. Breakthrough ACTION is a partnership led by the Johns Hopkins Center for Communication Programs (CCP) in collaboration with Save the Children, ThinkAction, ideas42, Camber Collective, International Center for Research on Women, and Viamo. The project works in partnership with governments, civil society and communities to implement creative and sustainable SBC programming, nurture SBC champions, mainstream new techniques and technologies and advocate for strategic and sustained investment in SBC.

The long-term goal of Breakthrough ACTION in DRC is to contribute to an increase in the practice of priority individual and household level behaviors in the health topics of malaria; maternal, newborn, child health and nutrition; family planning and reproductive health; while increasing the capacity of national and sub-national entities to coordinate and oversee quality SBC programming. Breakthrough ACTION DRC will design and test various SBC interventions to be applied and scaled by the USAID Integrated Health Project (IHP), ACCELERE and other implementing partners.

Specific Duties & Responsibilities

The Senior SBC Technical Advisor will work with the project COP and DCOP to oversee social and behavioral change related programs, assisting the MoH and other partners to coordinate, design, implement, monitor and evaluate effective SBC at national and sub-national levels.

Specific responsibilities
Oversee the design and implementation of all SBC activities for the project.
Set priorities for the project’s overall SBC technical vision in DRC; provide strategic management and direction.
Establish and maintain effective working relationships with the PNCPS, other government ministries, and implementing partners in DRC.
Ensure high technical and administrative standards.
Develop and nurture relationships with current and potential stakeholders and partners.
Serve as a spokesperson and advocate, representing Breakthrough ACTION to USAID, donors, Government of DRC and others when necessary.
Supervise other Breakthrough ACTION DRC staff, including the two project SBC Technical Advisors.
Trouble-shoot implementation challenges with project leadership at both the field and headquarter levels.
Provide guidance in the development of the annual work plan in partnership with headquarters.
Work with project leadership to ensure work plans, budgets, annual reports, etc. are shared with headquarters in a timely fashion for review before submission to USAID.
Oversee the writing of technical and program reports and compliance with reporting and programmatic requirements.
Ensure compliance with all JHU and USAID policies and procedures.

Minimum Qualifications

Master’s degree and
Five (5) year’s of expérience are required
Preferred Qualifications
Language competency in English and/or local languages is a plus
Special Knowledge, Skills, and Abilities
Fluency in French
Strong knowledge and experience with social and behavior change programs in DRC and/or other Francophone African countries
Demonstrated strong management skills
Strategic vision and leadership qualities
Experience coordinating qualitative and quantitative research is desirable
Strong professional reputation
Ability to effectively create and maintain strategic partnerships
Experience in technical oversight
Excellent communication and interpersonal skills
Excellent written and oral presentation skills
Ability to manage program staff members that are remotely located
Flexible and independent
Fluency in French

During the Influenza (« the flu ») season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
