Aim of the position: The purpose of the MEAL manager is to develop and implement an integrated monitoring strategy and framework to formulate a clear and operational mechanism for monitoring and evaluation, including community liaison and AAP strategy, with fields needs assessments.
The purpose of the Regional Information Management Advisor is twofold: (i) to support AVSI in strengthening the Information Management Strategies of its country offices; and (ii) to provide technical and capacity building support to MEAL staff on information management. In particular, the Regional Information Management Advisor will advise and support the roll out of Activity Info as new and primary Information Management System.

Main tasks and responsibilities

MEAL Manager Lebanon (60% of time allocated)
• Develop an integrated monitoring strategy and framework to formulate a clear and operational mechanism for monitoring and evaluation including community liaison strategy with fields needs assessments.
• Develop logical/results frameworks and monitoring plans with tools for all AVSI programs/projects.
• Under each project and based on the project logical framework, design and develop specific methodologies and tools for planning, monitoring, evaluation and capitalization of lesson learned.
• Ensure that all processes, methodologies and tools are age/gender sensitive.
• Support M&E staff assigned for each project in applying M&E standards around project planning meetings, baseline studies, data collection tools, monitoring missions and evaluations;
• Provide technical assistance and support M&E team to implement M&E plans/processes and to collect data particularly quantitative and qualitative information from various sources.
• Develop a clear data management system for tracking and verifying programmatic performance particularly against the targets and achievement on outputs and outcomes levels.
• Develop validation data process along with the Information System team to ensure accurate and reliable data collected and archived.
• Make sure reporting deadlines are respected and M&E teams reports are submitted timely.
• Ensure coaching and capacity building for the MEAL Team as well as their engaged participation in the relevant MEAL activities, as needed.
• Conduct information delivery and feedback sessions with beneficiaries to guide them in expressing their needs and seeking help.
• Lead the process of mid-term and/or final evaluation intervention under various projects, set up team reflection around evaluations results and how to communicate results effectively to project/program teams.
• Supporting recruitment and management of external consultants, and data collection teams for specific projects;
• Ensure that critical MEAL findings and recommendations are discussed and addressed by Program teams and management.
• Supervise the MEAL staff including community liaison and Information system teams.
• Follow-up the yearly strategy implementation of the community liaison teams to make sure the Outreach and other assessments and coordination activities are done timely and according to the projects needs under each geographical area.
• Provide grant proposals and reports with accurate and quantitative and qualitative data, and support Program/Project Managers in the proposal development process in terms of MEAL input (log frames, budgeting for MEAL activities, MEAL narrative plan, etc.).
• Ensure proper coordination within AVSI Lebanon Mission departments and sectors.
• Represent externally AVSI in MEAL working group and establish networking with other organizations to share M&E learning and good practices; For consortium- based projects, work closely with the partners in developing monitoring plans and following their implementation.

Regional Information Management Advisor Iraq (20% of time allocated)
Main Priority to be expected for Iraq: AVSI Iraq is fully proficient on the use of Activity Info as their main project Information Management System. The MEAL department is capable of producing basic Geographic Information using QGIS system for reporting and informing decision makers.
Information Management Strategy
• Support the development and roll-out of Activity Info, in line with AVSI Iraq Country Strategy, to strengthen the ways AVSI Iraq acquires, stores, manages, shares, and applies data.
• In close coordination with programme units, propose ways of capturing and utilizing the data through Activity Info, and linking it or integrate it in other databases.
• Systematically review and provide technical advice to AVSI Iraq MEAL team in the design of data collection forms, tools and processes.
• Advice on the roles and responsibilities of the MEAL, IM and Programme staff regarding MEAL/IM activities.

Capacity Building
Two missions conducted in Iraq for Capacity Building in which he/she will be providing the different training mentioned below.
• Provide training to MEAL staff on Information Management, including principles of humanitarian IM, IM process, Common Operational Datasets (CODs), and technologies (tools and softwares for data collection and processing)
• Provide training to AVSI Iraq MEAL team to leverage geographic data for map production and use in geographic information systems (GIS).
• Provide training on how to integrate Activity Info with external systems (Power BI and Excel).
• Provide trainings on Information Management visualisations softwares (Power Point, Adobe InDesign).
• Train MEAL staff on how to monitor project achievements on Activity Info through the creation of automated Indicator Tracking Tables (ITT).
Train MEAL staff on data/file sharing (SharePoint).
Regional Information Management Advisor Syria, Jordan, Tunisia, Lybia (20% of time allocated)
• Support the implementation of Activity Info as main and primary IMS in the country.
• Provide support and review in the design of data collection forms, tools and processes.
• Provide trainings on Information Management visualisations softwares (Power Point, Adobe InDesign).
• Provide training to MEAL team to leverage geographic data for map production and use in geographic information systems (GIS).
Train MEAL staff on data/file sharing (SharePoint).

Essential Requirements

Education: Masters degree in social science or any related field

Work experience:
• 2-years relevant MEAL experience in a professional environment, preferably in a humanitarian/development setting
• 3-year experience and progressive responsibility coordinating and managing donor level initiatives including direct engagement and reporting

Language Proficiency:
• Fluency in English – written and spoken
• Understanding of Lebanon context and/or basic Arabic is an asset
• Knowledge of French is an added value

Required skills and experiences
