Job description

The Payroll Liaison / Voucher Examiner (PL/VE) position is located within the Financial Management Center (FMC) at the U.S. Embassy Dakar. The PL/VE serves as the main point of contact for Embassy Dakar timekeepers and ensures that payroll policies and procedures are followed correctly. This position performs all necessary actions to coordinate the transmission of payroll between the Embassy and the Global Financial Service Center in Charleston, South Carolina (GFSC) and serves in a proactive advisory capacity to FMC and Management on all matters relating to payroll for American and Locally Employed Staff (LES) employees. This position will work as a voucher examiner capable of working on all types of vouchers. The incumbent is responsible for reconciling accounts and for developing and maintaining various spreadsheets as needed in the reconciliation process.

Job requirements

  • Five years of experience in finance, payroll, budgets, or accounting is required.
  • Specialist knowledge of vouchering in RFMS/Momentum, payroll, allowances procedures, portions of 3 FAM Personnel and 4 FAM Financial Management and related FAH sections, applicable Treasury Department laws, appropriation law, and U.S. and Senegalese fiscal and labor laws.
  • College or university degree in Business Administration, Commerce, Accounting, Economics, or Financial Management is required.
  • Level III (good working knowledge) reading, writing and speaking in english and French is required. (This may be tested.)

Skills and abilities

  • Must have advanced computer skills in Microsoft excel and must be proficient in Microsoft word and PowerPoint. (This may be tested).
  • Must possess analytic skills to quickly determine any source of imbalances and to correct any discrepancies.
  • Must have excellent customer service skills and ability to serve the public courteously.
  • Must be able to multi-task and work in a fast-paced environment. Good numerical skill is required.
