AICS announces Emergency Initiative in Lebanon

The Italian Agency for Development Cooperation (AICS) has announced a call for proposals for the Emergency Initiative in Response to the Humanitarian, Economic and Social Consequences of the Explosions Occurred in Beirut.

The initiative covered by this Call for Proposals has the specific objective of supporting the vulnerable population and national institutions to cope with humanitarian, social and consequences of the explosions that occurred in Beirut on August 4, 2020. The initiative helps to respond to some immediate humanitarian needs and to start the recovery and reconstruction phase.

The project proposals presented in the context of this Call for Proposals must include any, some or all of the activities mentioned below.

Health sector:
Promote access to mental health and psychosocial support services for all communities affected by the consequences of the explosion.
Promote access to primary and secondary health services for the most vulnerable groups, including people without medical insurance.
Supply of drugs, equipment and other materials to primary health care facilities secondary in the areas affected by the explosion.
Education Sector:
Supply of educational furniture and equipment to elementary schools and training schools technical and professional damaged by the explosion. Educational equipment can understand the devices designed to promote distance teaching methods.
Supply of devices and materials to prevent the spread of COVID-19 infections in elementary schools and technical and vocational training schools.
Distribution of stationery and teaching materials to vulnerable pupils in order to reduce the costs associated with school attendance. Educational materials may include electronic devices and other materials designed to facilitate access to teaching methodologies at a distance.
Implementation of outreach and community engagement activities , in order to strengthen perception of the value of formal education and highlighting the risks associated with dropping out school.
Protection sector:
Support to Social Development Centers (SDC – decentralized bodies of the Ministry of Affairs Social) through staff training and the supply of material and equipment, in order to improve the skills and management capabilities of the Centers in the provision of services of protection and social assistance for the most vulnerable groups (minors, women, elderly, people with disabilities, refugees).
Recreational, sporting and artistic activities aimed at improving the well-being of children and adolescents victims of the consequences of the explosion.
Community awareness raising activities on the protection of the most vulnerable people, with particular reference to minors, women, the elderly, people with disabilities and refugees.
Community information activities regarding the social assistance services available on the territory.
Activities of protection, assistance, support and empowerment of women, with specific reference to the most vulnerable (female heads of households, mothers in difficulty, victims of violence sexual and gender), also aimed at enhancing access to health services reproductive and maternal-infantile.
Activities of protection, assistance and inclusion of people with disabilities (with particular referring to people who suffered disabilities as a result of the explosion), in order to facilitate their integration into society at all levels and to promote a life independent.
Legal assistance to vulnerable people affected by the consequences of the explosion.
Development of support systems to facilitate the repair and reconstruction of housing units belonging to vulnerable people.
Water and hygiene sector:
Distribution of hygiene kits to vulnerable people who are victims of the consequences of the explosion.
Economic recovery and infrastructure sector:
Development of support systems to facilitate the repair and reconstruction of structures commercial and manufacturing industries, in order to foster employment and recovery economic.
Temporary employment of vulnerable people for the rehabilitation of public infrastructure damaged by explosions.

The total contribution of the AICS for all interventions carried out by non-profit entities in the context of this Call for Proposals it is equal to € 2,000,000.00.
Beneficiaries

The direct beneficiaries must be the most vulnerable groups affected by the consequences of the explosion, including Lebanese nationals, Syrian and other refugees and migrant workers.
The project proposals presented within the Call for Proposals must include activities dedicated to the protection of the most vulnerable groups, such as minors, women, the elderly, people with disabilities or chronic diseases. The project proposals must contain the data relating to the beneficiaries differentiated by gender, age, nationality and people with disabilities.
The selection of beneficiaries will have to comply with the practices established in the working groups sectors established by OCHA or under the LCRP and must actively involve counterparties locals.
Location of Intervention

The activities must be carried out in the areas affected by the explosion, in particular in the municipality of Beirut, Bourj Hammoud and Jdaidet-El Matn-Baouchriyeh.

They can submit project proposals for this Call for Proposals the subjects non-profit, at the date of publication of this document, they are in possession of all the following requirements:
Registration of Law 125/2014, for the subjects non-profit organizations with no operational headquarters in Italy (local and / or international non-profit entities), partnership agreement with one of the parties registered on the aforementioned list. The deal can be of various kinds (affiliation, association, partnership) but it must still be, under penalty general exclusion pre-existing to this Call for Proposals (and not limited therefore to a specific action or established only for the purposes of participation in this Call) and must remain valid even after the conclusion of the activities relating to the Call;
Specific and proven experience in humanitarian aid interventions in Lebanon;
For non-profit entities without an operational headquarters in Italy (local non-profit entities and / or international), be established and in compliance with the legislation in force in the country of membership and in compliance with the provisions for non-profit entities from same legislation;
They are not indebted to the MAECI DGCS and / or AICS or other donors, for certain, liquid debts and due, including debt situations resulting from revocation measures grants for projects promoted and / or entrusted;
They did not behave in the manner of gross negligence or bad faith realization of projects DGCS / MAECI, AICS, of other donors or in the exercise of theirs activities;
In case of joint projects in Temporary Association of Purpose (ATS): each of the non-profit entities belonging to the ATS.
