AFSA seeking Applications for Human Rights Programme – South Africa

The AIDS Foundation of South Africa (AFSA) is currently inviting all interested entities, including South African registered companies, non-profit organisations and government departments – representative and working with People Living with HIV (PLHIV) – to submit applications for the implementation of the Human Rights Programme: “To improve laws, regulations and policies relating to People Living with HIV (PLHIV), People infected with TB (PTB), and many HIV&TB key and vulnerable populations” across 15 districts in South Africa.

Central to this intervention is the documentation and reporting on human rights violations which hinder on improved access to HIV and TB services for key and vulnerable populations.

To establish partnerships and strengthen local level support for the programme.
To train and support persons representative of PLHIV, PTB, KVPs to work as human rights defenders at community level.
To document human rights violations for HIV & TB key and vulnerable populations through REAct (Rights Evidence Action) tool.
To support civil society-led monitoring, advocacy efforts and scale up the implementation of protective healthcare guidelines for PTB.
To Strengthen and scale-up linkages between health facilities, social services and networks or Civil Society Organizations (CSOs) of PLHIV and PTB.
Scope of Work

AIDS Foundation of South Africa (AFSA) is looking to appoint two Sub-Recipients (SRs) to implement the below listed component of the Human Rights Program:

Human Rights Program Component
To improve laws, regulations and policies relating to PLHIV, PTB, and KPs – Two Sub-Recipients
Applicants need to have implemented similar programmes previously. The target districts for the program include:
Western Cape (City of Cape Town, Garden Route (Former Eden) )
KwaZulu-Natal (King Cetshwayo, Ugu, uMgungundlovu, EThekwini and Zululand)
Limpopo (Greater Sekhukhune, Capricorn, Mopani) · Eastern Cape (OR Tambo, Nelson Mandela Bay Metro, Amathole, Alfred Nzo, Buffalo City)
Funding Information

The total budget allocated for each Sub-Recipient under the grant is ZAR 2,532,389.00 for the two-year grant period.

Eligibility Criteria

Only organizations representative of, and working directly with people living with HIV are eligible to apply.
A potential SR must have proven ability to manage programmes in the specific programme areas in the RFP and must also be capable of performing the functions of an SR which includes the following:
Effective leadership and governance structures.
Legal status such as voluntary association, trust, non-profit company (NPC) etc. to enter into contracts.
Have a properly constituted board that provides oversight over organisational matters.
Effective organizational leadership using transparent decision-making processes.
Adequate skilled and experienced staff to manage implementation of the programme areas, including procurement, monitoring and evaluation, and finance.
Knowledge about and ability to communicate and network with relevant district stakeholders and structures such as government departments, local and district AIDS Councils.
Appropriate internal control systems, including policies and procedures, to prevent and detect fraud or misuse of resources.
Financial management system
Accounting system that can correctly record all transactions and balances by source of funds with clear references to budgets and work plans.
Ability to monitor actual spending in comparison to budgets and work plans.
Ability to manage disbursement of funds to SSRs and suppliers in a timely, transparent and accountable manner.
Ability to produce timely and accurate financial reports.
Monitoring and evaluation
Monitoring and Evaluation (M&E) system for routine monitoring of activities/interventions.
Mechanisms and tools to collect and analyse data, and report on programme performance.
Ability to produce timely and accurate programmatic reports.
Evaluation Criteria

The evaluation process will be conducted according to the following stages:

The first stage of the evaluation process will be to assess for compliance with the above mentioned application administrative requirements. Applications that do not comply will not be evaluated further.
The second stage of the evaluation process will be to assess for compliance with the pre-qualification criteria. Applications that do not comply will not be evaluated further.
The third stage of the evaluation process will be to assess the technical competency focusing on the ability to fulfil the deliverables per Scope of Work, experience and expertise of implementing similar interventions and presence in the target districts. Applicants need to achieve a score of at least 50% for the technical competency requirements in order to progress further.
The fourth stage involves an on-site visit to clarify details about the applicant.
